Report Title: DOE, R&M special fund

Description: Establishes a department of education repair and maintenance special fund into which .5% of new capital improvement appropriations shall be transferred. Requires the fund be used solely for DOE repair and maintenance projects or school beautification projects. Reduces the works of art special fund's transfer from 1% of new capital improvements to .5%. (SD1)
