Description: Establishes recovery agencies to seize the license plates of uninsured motor vehicles. Also establishes an on-line computer network and database for purposes of verifying whether a vehicle has a current no-fault insurance policy prior to the registration, renewal, or transfer of registration of a motor vehicle.
