Report Title: Electrical Cooperatives

Description: Allows the public utilities commission to regulate electric cooperatives in Hawaii. Allows electric cooperatives to opt out of the commission's regulation by allowing the member-consumers of the electric cooperative to exempt themselves from regulation under certain conditions.
