Description: Permits the Board of Land and Natural Resources to lease, or grant easements for use of submerged lands or lands beneath tidal waters which are set aside by executive order of the Governor for commercial or recreational harbor purposes, without the requirement of prior approval by the Governor and the prior approval of the Legislature by concurrent resolution.
