         Prohibits the possession and use of tobacco
         products by minors under eighteen years of age.
         Makes the penalty for such possession and use
         $500 for the first offense and not less than $500
         nor more than $2,000 for subsequent offenses.

         Prohibits a person making an expenditure for (not
         only a contribution to) any candidate committee
         or political party from receiving a contract from
         the state or county for one year from the
         availability of the contract, including
         subcontracts.  Includes immediate family members

         Limits campaign contributions for state senate

         Criminalizes sexual conduct toward a 14, 15, or
         16-year old if the person's partner is 5 years or
         more older.

         Prohibits legislators from taking official action

         Prohibits legislators from acquiring financial

         legislator has reason to believe may be directly
         involved in official action to be taken by the
         legislator.  Requires the legislature to
         administer and enforce provisions of chapter 84,
         Hawaii Revised Statutes, for legislators.

         Establishes an impact litigation unit in the
         office of the Attorney General.

1944     RELATING TO PUBLIC SERVICE COMPANY TAX              FIN
         Allows the counties to collect a part of the
         public service company tax in exchange for not
         assessing the real property tax on utility
         companies.

         Amends the unemployment compensation law that

         containers.  Changes  offense of criminally

         Limits the definition of "public employer", for
