         Permits the use of non-aerial common fireworks
         for the Fourth of July from 9 p.m. on July 3rd to

1809     RELATING TO CHARTER SCHOOL CREATION AND

         Amends existing laws regarding the creation and
         administration of onsible for the policy and
         charter schools to come into greater compliance
         with federal laws to preserve federal funding of
         charter schools in Hawaii.  Allows for other
         chartering entities and authorizing entities
         other than public schools and the Department of
         Education, respectively.  Increases the autonomy
         charter schools have over hiring, retention,
         curriculum, budgeting, and expenditure.

1810     RELATING TO ZERO-BASE BUDGETING FOR PUBLIC
         EDUCATION                                           EDN,FIN
         Establishes an omnibus approach to improving
         department of education efficiency by requiring
         zero-based budgeting every three years.

1811     RELATING TO THE PROTECTION AGAINST INTERRUPTION
         OF COMMERCE                                         EDB/LAB,EDN
         Mandates the governor to intervene where
         furnishing of services by the stevedoring
         industry is disrupted.  A 10 day limit after a
         finding of a danger to public safety is included
         to minimize disruption of the flow of vital goods
         to the people of Hawaii.

1812     RELATING TO THE EXCLUSION OF FOOD, RESIDENTIAL
         RENT, AND HEALTH CARE SERVICES FROM THE GET         EDB,FIN
         This Act seeks to exclude proceeds from the
         manufacture, packaging and sale of food,
         residential rent, and the provision of services
         and products for health care.

1813     RELATING TO INCOME TAX SIMPLIFICATION               FIN
         Establishes income tax rate as ____ the federal
         tax liability. Conforms standard deduction and
         personal exemption to Internal Revenue Code and
         repeals certain exceptions to conformity. Retains
         all state deductions and credits.

1814     RELATING TOT HE WAR AGAINST CRYSTAL
         METHAMPHETAMINE                                     JHA
         Increases the criminal penalties for possession,
         distribution, or manufacture of crystal
         methamphetamine from one year to three years and
         four months for a first degree offense; from six
         months to one year and eight months for a second
         degree offense; and from thirty days to ten
         months for a third degree offense. Also provides
         for the forfeiture of property of distributors
         and manufacturers.

1815     RELATING TO TAX CREDITS FOR BUSINESSES OFFERING
         DRUG TREATMENT TO EMPLOYEES                         LAB,JHA,FIN
         Adds a new section to the Hawaii Revised Statutes
         giving businesses a tax credit for offering drug
         treatment to their employees. The credit is equal
         to fifty percent of the cost of the additional
         health insurance premium.

1816     MAKING AN APPROPRIATION FOR THE FUNDING OF THE
         SENTENCING SIMULATION MODEL PRISON POPULATION
         STUDY                                               JHA,FIN
         This bill appropriates funds to the Sentencing
         Simulation Model prison population study.

1817     RELATING TO CAMPAIGN REFORM ENFORCEMENT             JHA
         Increases the penalties for campaign spending
         violations in multiple ways. Reclassifies
         campaign spending violations from misdemeanors to
         Class C felonies.  Increases minimum
         administrative fines levied by Campaign Spending
         Commission from $1,000 to $2,500.

1818     RELATING TO VOTER FRAUD AND ELECTION FRAUD
         PENALTIES                                           JHA
         This bill amends current voter and election fraud
         laws to provide tougher penalties.

1819     RELATING TO ELECTIONS                               JHA,FIN
         This bill requires a recount and audit in
         elections when result between top 2 leading
         candidates is less than 1% of the votes cast for
         each candidate excluding spoiled, over or under,
         and blank ballots.

1820     PROPOSING AMENDMENTS TO ARTICLES II, III, AND
         XVII OF THE CONSTITUTION OF THE STATE OF HAWAII
         TO PROVIDE FOR INITIATIVE, REFERENDUM, AND RECALL   LMG,JHA,FIN
         Amends articles II, III, and XVII of the state
         constitution to  and both are submitted to
         provide for initiative, referendum, and recall.
         Requires an initiative to embrace only one
         subject and be void if the legislature enacts any
         law which is same or similar (accomplishing the
         same purpose), if so determined by the attorney
         general.  Prohibits initiative to be used to:
         (a) make, or repeal appropriation of public
         funds; (b) make, amend, or repeal levy of taxes;
         and (c) for issues affecting land use.  Provides
         for referendum to approve or reject statutes
         except for the amending or repeal of (a)
         appropriation of public funds; (b) levy of taxes;
         and (c) any matter governed by collective
         bargaining contracts.  Sets requirements and
         procedures for voter referendum.  Establishes the
         procedures to be followed to require a recall
         election.

1821     RELATING TO ETHICS                                  LMG,JHA
         Amends the ethics law to expand conflict of
         interest to prohibit official action on matters
         that affect family members. Amends the ethics law
         to expand public disclosure requirements for
         contracts awarded to family members.

         PLACE                                               JHA
         This bill prohibits the use of Washington Place
         for political activities.

1823     RELATING TO THE CONSISTENT SUBSTANCE ABUSE
         TESTING OF PUBLIC EMPLOYEES                         LAB,JHA
         This bill sets forth a new drug testing policy
         for public employees. The procedures and
         standards are modeled after certain collective
         bargaining contracts.

1824     RELATING TO THE PUBLIC DISCLOSURE OF BRIBERY
         OFFERS OR SOLICITATIONS                             JHA
         Establishes the "Bribe Offer Disclosure Act,"
         which requires any public official who receives,
         directly or indirectly, any corrupt bribe offer
         or solicitation in exchange for any vote,
         decision, or other official action or any person
         who receives a bribe offer or solicitation from a
         public official to disclose the offer to the
         appropriate law enforcement agencies.  Makes a
         failure to disclose a felony.

1825     RELATING TO REPEAT INTOXICATED OFFENDERS            TRN,JHA
         Relates to repeat intoxicated offenders.

1826     RELATING TO FIREWORKS                               JHA
         Prohibit the import, sale, purchase, possession,
         or use of fireworks, except special firework;
         makes all fines imposed for violating chapter
         132D, HRS, payable to the county in which the
         violation occurred.

1827     PROPOSING AN AMENDMENT TO ARTICLE III, SECTION 4,
         OF THE HAWAII CONSTITUTION, TO ESTABLISH
         LEGISLATIVE TERM LIMITS                             LMG,JHA
         Limits state senators to 3 consecutive 4-year
         terms and state representatives to 6 consecutive
         2-year terms beginning on the day of the general
         election of 2000.

         Prohibits the sale or transfer of all pistols and
         revolvers to anyone within the State other than
         to a licensed dealer or a law enforcement
         officer.  Allows the grant of permits to acquire
         a pistol or revolver, a license to carry an
         unconcealed weapon, or a license to carry a
         concealed weapon, under exceptional cases.

         Establishes a four-year pilot project in the
         executive branch to promote fair pay.

         Amends Act 93, SLH 1999, to extend actuarial
         study on long-term care from November 15, 1999,
         to November 15, 2001; to extend sunset date of
         joint committee from June 30, 2000, to June 30,
         2002; to clarify requirements for the actuarial
         study; and to make unspecified appropriations for
         the study and JLC expenses.

         Requires criminal history record checks for all
         employees of adult residential homes and nursing
         homes, and employees of home care agencies who
         have access to the personal belongings of
         clients.

         Removes the pregnant women exemption from the
         Uniform Health Care Decisions Act.

         Creates three new classes of offenses for abuse
         of family or e the person shall serve a minimum
         household members; authorizes police to order
         person to leave premises if officer has
         reasonable grounds to believe infliction of abuse
         is imminent; repeals current law on abuse of
         family or household members, section 709-906,
         HRS.

1838     RELATING TO DOMESTIC ABUSE PROTECTIVE ORDERS        JHA
         Amends definition of "family or household
         members" to include tion 328L-3; persons in
         dating relationships; defines "dating
         relationships"; extends effective time of TROs to
         180 days; requires courts to issue protective
         orders for minimum period of 5 years; authorizes
         longer extension period for protective orders.

         Requires written order with reasons for decision
         in awarding custody to person against whom there
         is evidence of family violence.

         Establishes domestic violence victim's right to
         be informed of offender's probation violation.

         Authorizes probation officers to inform domestic

         Repeals good cause exemption for possession of
         firearms by a person who is the subject of a
         restraining order.

         Extends from 24 to 48 hours the time in which a
         police officer may order a person to leave the
         premises of a domestic violence incident.  Allows
         for a person arrested for domestic violence to be
         held after posting a bail bond for up to 48 hours

         person reasonably believes that such force is
         immediately necessary for protection against

         Ensures that whenever an administrative rule is
         adopted, amended, or repealed, the rule conforms
         to the related statutes.  Gives head of the
         agency affected by administrative rules more
         accountability for compliance and conformity to
         statutes.  Allows an interested party to appeal
         the adoption of a rule by filing a petition for
         regulatory review under the Hawaii Small Business
         Regulatory Flexibility Act (Act 168, SLH 1998).
         Extends the sunset date of Act 168, SLH 1998,
         from June 30, 2002, to June 30, 2006.

1863     RELATING TO ADMINISTRATIVE RULES                    EDB,CPC
         Requires that rules adopted to comply with
         federal law shall not impose regulatory
         requirements in excess of federal requirements,
         except where a statement of justification is
         included when the rules are submitted for
         approval by the governor or mayor of the county,
         and a copy of the statement and the rules are
         subsequently submitted to the next legislature.

         Provides that any administrative rule that has
         been adopted pursuant to statute or ordinance
         that has been subsequently repealed shall be
         repealed automatically upon the effective date of
         this Act without regard to chapter 91, HRS.
         Provides that whenever a statute or ordinance is
         repealed, the administrative rule that is adopted
         pursuant to the repealed statute or ordinance
         shall also be repealed automatically without
         regard to chapter 91, HRS.

         Provides that 30 days after submission of an
         Auditor's report to the legislature finding that
         a professional or vocational board or commission
         of a regulatory program not listed in section
         26H-4 fails to advance the public interest as

         that the board or commission be abolished, state
         maintenance of the board or commission shall
         cease, the terms of members of board or
         commission shall expire, and further appointments
         to the board are prohibited unless disapproved by

         Requires PEHF to offer only medical and drug
         coverage for all ealth benefits plan for each of
         their respective Bcurrent/future public employees
         and retirees.  Stops payment of Medicare B
         premiums for spouses of current/future retirees.
         Makes retirees younger than 65:  (1) with 25 yrs
         service; (2) hired after 6/30/96 with (a) less

         Proposes an amendment to the State Constitution
         to add a member of the armed forces as a

         Services to select public lands in Kapolei as the
         site for a multi-purpose sports complex and a
         World Trade Center building.  Establishes the
         area as an enterprise zone.

         Requires vehicles approaching a crosswalk from
         either direction to stop when a pedestrian has
         entered upon it.

1890     RELATING TO ARTIFICIAL TURF                         HED/EDN,FIN
         Prohibits the installation and use of artificial
         turf on state-owned or maintained playing fields.
