         Amends the law relating to administrative
         revocation of driver's licenses to include
         revocation of all motor vehicle registrations
         issued to a driver who has been convicted of a
         previous violation of driving under the influence
         of intoxicating liquor or habitually driving
         under the influence of liquor or drugs.

1757     RELATING TO HIGHWAY SAFETY                          TRN,JHA
         Removes trailer exemptions from prohibitions
         relating to possession or consumption of
         intoxicating liquors in motor vehicles. Prohibits
         drivers from consuming intoxicating liquors even
         if not operating the vehicle at the time.
 
 
 
1758     RELATING TO MOTOR VEHICLE DRIVER LICENSING          TRN,JHA
         Gives the department of transportation an
         additional year to effectuate Act 175, SLH 1999
         (which provides for a statewide driver education
         program and behind-the-wheel driver training
         program).

         Extends length of the three-year photo red light
         imaging and photo speed imaging detector
         demonstration project for four more years.

         Increases fine from $20 to $45 for each violation
         of mandatory seat belt use, by all passengers
         whether seated in back or front seats.

         Redefines advertising by motor carriers so as to

         Allows a driver with a driver's license that
         expires after 1/1/02, to obtain a replacement
         license that does not contain the driver's social
         security number on the driver's license, without
         additional charge if application is made between
         1/1/01 to 12/31/01.

         Establishes a 100 per cent general excise tax
         rate for gross income collected from the sale of
         fireworks.

         Bans fireworks in counties with a population of
         more than 500,000 persons.

1772     RELATING TO THE RENEWAL PERIOD FOR STATE
         IDENTIFICATION CARDS                                JHA,FIN
         This bill allows a state identification card
         holder to renew their card up to six months
         before their birthday, creating some consistency
         between the renewal periods for state drivers
         licenses and state identification cards.

         Requires the public utilities commission to
         render decisions on motions for either
         reconsideration or rehearing within 30 days.

         Requires common carriers by motor vehicle to have
         a tax clearance to maintain their certificates of
         public convenience and necessity.

         Makes unauthorized activity ground for denying

         Appropriates $40,000 to the DOE for the
         establishment of a Junior Reserve Officers'
         Training Corps (JROTC) program at Waiakea high
         school.

         Requires the department of health to adopt rules
         relating to the treatment, management, and
         disposal of medical waste on a statewide basis.
         Specifies medical waste treatment methods to
         render medical waste into solid waste. Defines

         Permits certain contracts of warranty or guaranty
         to include coverage for towing and substitute
         transportation.

         Provides GET exemption to resort developers.

         Allows employers to establish individual medical
         trust accounts to cover the health care expenses
         of employees arising from work-related injuries.

1790     RELATING TO SUBSTANCE ABUSE TESTING                 LAB,JHA
         Allows the State of Hawaii or State political or
         governmental subdivision employers to require
         applicants, appointees, employees, elected
         officials, and independent contractors to submit
         to drug testing.  Does not apply to the work
         positions under federal regulation, or to
         positions covered by drug testing provisions
         found in state departments of transportation
         rules or in collective bargaining agreements.

1791     PROPOSING THE REPEAL OF ARTICLE XIII OF THE
         HAWAII CONSTITUTION RELATING TO COLLECTIVE
         BARGAINING BY PRIVATE AND PUBLIC EMPLOYEES          LAB/FIN,JHA
         Proposes the repeal of Article XIII of the Hawaii
         Constitution.

         Reduces the amount of money that a person can
         contribute to a campaign during an election

         OF THE HAWAII CONSTITUTION TO ESTABLISH

         Proposes a constitutional amendment limiting the
         terms of State representatives to four
         consecutive two-year terms.

1794     MAKING AN APPROPRIATION FOR THE CONTINUED
         OPERATION OF THE HAWAII COUNTY EMERGENCY MEDICAL

         Appropriates funding for the Hawaii County EMS
         Contracts.

1795     RELATING TO THE RIGHT-TO-WORK IN PUBLIC

         Repeals collective bargaining in public
         employment and establishes the Right-to-Work Act.

1796     RELATING TO CONFLICTS OF INTERESTS OF LEGISLATORS   LMG,JHA
         Prohibits legislators from working as lobbyists,
         or representatives of special interests.

1797     RELATING TO SMALL BOAT HARBORS                      OMR,FIN
         Requires the board of land and natural resources
         to develop a request for proposals for
         competitive sealed proposals to lease, improve,
         operate, maintain, and manage Honokohau harbor on
         the island of Hawaii as a private small boat
         harbor.

1798     RELATING TO AN ANNUAL GENERAL EXCISE TAX HOLIDAY    EDB,FIN
         Establishes an annual general excise tax holiday
         for consumers and businesses that sell clothing
         under $100 on condition that business pass the
         savings on to consumers.

1799     RELATING TO CIVIL SERVICE REFORM                    LAB/FIN
         Prohibits one employee from displacing or
         "bumping" another employee, during a layoff due
         to lack of work or lack of funds, based on length
         of service. Excludes procedures governing the
         layoff of employees from the subjects of
         negotiations between public employers and
         employee unions.
