              to the acquisition or importation of the leasing or renting of any
              aircraft or aircraft engine  by  any  lessee  or renter engaged in
              interstate air transportation.

HD2           Imposes the use tax on contracting imported for resale or use in
HSCR 1064-00  Hawaii.  Provides pyramiding  relief  from  the general excise tax
              for the sale  of  amusements.    Provides  a  lower public service
              company tax rate on telecommunications services and transportation
              services that are resold.  Clarifies  Acts 70 and 71, Session Laws
              of Hawaii 1999.

HD1           Replaces the qualified improvement tax credit with a 4 per cent
HSCR 1033-00  hotel construction and remodeling income tax credit.

HD1           Modifies the qualified improvement tax credit.  Partially exempts
HSCR 1034-00  the  Hawaii  tourism  authority   from  the  environmental  impact
              statements (EIS) law.  Amends the definition of "action" under the
              EIS law to exclude any marketing and promotional program that does
              not require a discretionary permit.

HD1           Exempts certain activities of call centers from taxation.
HSCR 1020-00  Modifies the qualified improvement tax credit.

HSCR 1053-00  Provides an  income  tax  credit  for  the  cost  of  training the

              related skills.

HD1           Specifies biotechnology businesses and certain types of call
HSCR 1021-00  centers  as  qualified  businesses   within  an  enterprise  zone.
              Clarifies eligibility  criteria  for  the  EZ contractor exemption
              from the general excise tax.

SB 2420, SD2, RELATING TO TECHNOLOGY.                                EDB/HED,FIN
HD1           Allows the high technology development corporation (HTDC) to issue
HSCR 1077-00  special purpose revenue bonds  and  special facility revenue bonds
              for the development of high technology projects.  Allows qualified
              high technology businesses to sell their unused net operating loss
              carryover to any other taxpayer.  Expands the income tax exclusion
              for royalties and  other  income  from high technology businesses.
              Allows partnership  investors  the  flexibility  of allocating the
              high technology  business  investment  tax  credit  among partners
              without  regard  to   their   proportionate   interests  in  their
              partnership  investment  vehicle.     Makes  the  high  technology
              business investment tax credit  and  the tax credit for increasing
              research activities  refundable  to  the  taxpayer.   Conforms the
              state tax  credit  for  increasing  research  activities  with the

              federal  tax  credit.    Allows  the  board  of  trustees  of  the
              employees' retirement system (ERS)  to  invest  ten percent of ERS
              funds in qualified high technology businesses.  Appropriates funds
              for education,  workforce  development,  and  University of Hawaii
              research and training.  Exempts  members of the governor's special
              advisory  council  for  technology  development  from  the  senate
              confirmation process and from  the  need  to  file a disclosure of
              financial interest with  the  state  ethics  commission.  Promotes
              Hawaii, through a coordinated statewide  effort,  as a place to do
              high technology business.  Giving increased autonomy and authority
              to HTDC over its  fiscal  and  personnel matters.  Establishes the
              Hawaii venture capital technology  revolving  fund.  Requires HTDC
              to establish programs for seed capital assistance, venture capital
              assistance, and capital access.   Puts the chief executive officer
              of HTDC, the executive  director  of the natural energy laboratory
              of Hawaii authority,  and  the  president  of the Hawaii strategic
              development corporation on each others' boards.
SB 2419, SD1  RELATING TO CAPITAL ACCESS PROGRAM.                        EDB,FIN
HSCR 917-00   Establishes  a  capital  access   program  in  the  department  of
              business, economic development, and tourism.
SB 2473, SD2, RELATING TO THE SMALL BUSINESS DEFENDER.               EDB/CPC,FIN
HD1           Makes the law enacting the small business regulatory flexibility
HSCR 1043-00  act and the small  business  defender  permanent.  Moves the small
              business regulatory review board and  the defender position to the
              department of budget and finance.
SB 2838, SD1, RELATING TO THE STATE INTERNET PORTAL.                     EDB,FIN
HD1           Establishes the Access Hawaii Committee to provide oversight of
HSCR 896-00   the portal  manager  who  will  be  responsible  for  managing and
              operating the Internet portal on behalf of the State.
SB 2056, SD1, RELATING TO INDIVIDUAL DEVELOPMENT                         HSH,FIN
HD1           ACCOUNT CONTRIBUTION TAX CREDITS.
HSCR 870-00   Establishes Individual Development Account Contribution tax credit
              equal to fifty per cent of the contribution.
SB 3123, SD2, RELATING TO POST-SECONDARY EDUCATION.                  HSH/LAB,FIN
HD1           Establishes a "bridge-to-hope" benefits program for public
HSCR 982-00   assistance recipients.
SB 2059, SD1, RELATING TO WELFARE REFORM.                                HSH,FIN
HD1           Bases cash assistance on 55%, but not less than 43%, of the 2000
HSCR 1024-00  federal poverty level.   Increases  cash assistance annually based
              on the corresponding annual  cost-of-living adjustment provided by
              the Bureau of Labor Statistics,  but  no  lower than 20% less than
              the annual adjustment.  Provides for reduction adjustments.
SB 2856, SD1, RELATING TO PUBLIC ASSISTANCE.                         HSH,JHA,FIN
HD1           Removes the provisions regarding the annual update of the actual
HSCR 971-00   amount  of  an  agreement  or  lien  recorded  in  the  bureau  of
              conveyances.  Clarifies  that  there  are  two  distinct liens for
              which bureau of conveyances  recording requirements apply and that
              the department may initiate probate proceedings for both liens.

HD2           Establishes kinship care by providing guidelines under which a

HD2           Extends the sunset date of the Joint Legislative Committee on
HSCR 998-00   Long-term Care Financing from  June  30,  2000,  to June 30, 2002.
              Extends the actuarial study  on  long-term  care from November 15,
              1999, to  November  15,  2001.    Clarifies  requirements  for the
              actuarial study.  Appropriates $200,000 for the actuarial study.
SB 2490, SD2, RELATING TO LONG-TERM RESIDENTIAL CARE.                HSH/HLT,FIN
HD1           Establishes a long-term care information and referral process.
HSCR 930-00   Makes an  appropriation  to  DOH  to  implement  statewide initial
              information  and   referral   screening.      Requires  the  Joint
              Legislative   Committee   on   Long-term   Care   Subcommittee  on
              Residential Care to report on  a  study for adult residential care
              facilities.
SB 2493, SD2, MAKING AN APPROPRIATION FOR SUBSTANCE                  HSH/HLT,FIN
HD1           ABUSE TREATMENT SERVICES.
HSCR 931-00   Appropriates  funds  to   DOH   for  specialized  substance  abuse
              treatment services for pregnant  women  and families involved with
              child protective services who  have  children  under five years of
              age and for teenagers, provided  that funds are matched by private
              or federal sources.
SB 2598, SD2, RELATING TO HOUSING.                                       HSH,FIN
HD1           Authorizes the issuance of general obligation bonds to the rental
HSCR 888-00   housing trust fund to  encourage  the development and availability
              of low-income rental housing throughout the State.
SB 2579, SD1, RELATING TO HOUSING.                                   HSH/HLT,FIN
HD1           Creates the special needs housing special fund to be used to
HSCR 1025-00  provide supportive housing  for  persons  with  mental illness and
              substance abuse  addictions.    Authorizes  $5,000,000  in general
              obligation bonds,  provided  the  private  sector  provides  a 20%
              match.
SB 2576, SD2  RELATING TO STATE OWNED PUBLIC HOUSING.                    HSH,FIN
HD1           Establishes a resident advisory board to advise HCDCH on public
HSCR 897-00   housing.  Allows a person  who  resides in federal low-rent public
              housing  or  tenant-based  section   8  housing  assisted  by  the
              corporation to serve on  the  HCDCH  Board.    Allows a person who
              resides in state  low  rent  public  housing  assisted by HCDCH to
              serve on the HCDCH Board.

HD1           Provides further protection to residents of housing assisted by
HSCR 1010-00  HUD  who  are  at  risk  of  losing  their  project-based  housing

              the state.

SSCR 2670     Extends  State  tort  liability   to  include  indemnification  of
              counties against damages  arising  from  the  operation of certain
              beach parks by a county.
SB 3194, SD2, RELATING TO THE RIGHT TO FARM.                            AGR, JHA
HD1           Prohibits a farming operation from being declared a nuisance for
HSCR 895-00   any reason if the farming operation has been conducted in a manner
              consistent with  generally  accepted  agricultural  and management
              practices.  Specifies  that  any  such  farming operation shall be
              presumed to be reasonable and  shall  not be found to constitute a
              nuisance.  Requires the court  to award costs of court, reasonable
              attorney fees, and any other related costs to the defendant if the
              court determines that  any  action  alleging  that an agricultural
              operation is a nuisance is frivolous.

HD1           Amends zero tolerance policy by allowing suspension of a student
HSCR 1007-00  who attends school or  a department-supervised activities, whether
              on or off school premises, after consuming intoxicating liquor.

HSCR 891-00   Clarifies the legality of shipping of locally made Hawaiian wines,
              spirits, and champagnes.

HSCR 972-00   DEGREE.
              Repeals  the  requirement  that   school  authorities  and  police
              officers warn or request  a  person  to  leave the premises of any
              public  or  private  school,  if  the  person  enters  or  remains
              unlawfully in or upon the premises  of the school, prior to having
              the person arrested for criminal trespass in the 1st degree.

HD1           Requires the board of education to develop policy to prohibit or
HSCR 922-00   limit access by children to  on-line pornography in public schools
              and public libraries.

HSCR 926-00   Amends the promoting pornography  for  minors exemption for public
              library staff by narrowing the  exemption to persons acting within

SSCR 2476     Clarifies  cumulative  punishment  for  both  a  felony  involving
              firearm possession and firearms possession.

HD1           Adds habitual driving offense to implied consent law.  Defines
HSCR 946-00   preliminary alcohol  screen.    Authorizes  use  of  a preliminary
              alcohol screen analysis in  establishing  probable cause for a DUI
              arrest.

HSCR 880-00   Proposes to limit the  State's  and counties' liability in highway
              cases.

SSCR 2467     Requires that  election  day  officials  assigned  to  work in the
              counting center,  control  center,  and  delivering and collecting

              candidates who lost in the  primary,  and  shall not all be of the
              same party.
SB 2849       RELATING TO REVIEW HEARINGS.                              HSH, JHA
HSCR 950-00   Defines when the department begins to  count the time that a child
              has been in agency care.

HD1           Requires health care facilities to report all incidents of serious
HSCR 1039-00  injuries and fatalities caused  by  legal and illegal fireworks to
              the department of health and  the  police department of the county
