HSCR 1012-00  Authorizes the  issuance  of  special  purpose  revenue  bonds for

HSCR 1014-00  Extends the time in which  to  submit the state agricultural water
              use and development plan as provided  for in Act 101, Session Laws
              of Hawaii 1998.

HSCR 1026-00  Repeals provision mandating that  the board of agriculture require
              retailers to label pork  produced  in  the State, "Island produced
              Pork."
SB 2745, SD1, RELATING TO AQUACULTURE.                               AGR/OMR,FIN
HD1           Authorizes the department of agriculture to establish
HSCR 1015-00  and assess fees  for  aquatic  animal  and plant health diagnostic
              services, and purchase items  or  services relating to aquaculture
              planning,  disease  management,  and   the  marketing  of  seafood
              products.  Establishes the aquaculture development special fund.
SB 2134, SD1, RELATING TO AGRICULTURE AND ANIMALS.                   AGR/PSM,FIN
HD1           Reduces the user fee of the animal quarantine station by
HSCR 1051-00  an unspecified percentage of  the  user  fee  rate that existed on
              January 1, 2000.    Prohibits  the  department of agriculture from
              repaying from the animal  quarantine  special  fund to the general
              fund, any of the  $600,000  that  was initially deposited from the
              general fund to the animal  quarantine special fund.  Appropriates

HD1           Defines independent bill reviewer (IBR) for insurance purposes;
HSCR 955-00   requires licensing of IBRs; levies  an  IBR license fee of $80 and

HSCR 983-00   Enables the division of consumer  advocacy to retain its own legal
              counsel.   Repeals  authority  of  the  Hawaiian  home lands trust
              individual claims review panel  to  hire and retain legal counsel.
              Appropriates funds to hire staff attorneys.
SB 3176, SD2  RELATING TO INSURANCE.                                 CPC/JHA,FIN
HSCR 1066-00  Extends  medical  and  other   insurance  benefits  to  reciprocal
              beneficiaries.   Requires  the  Public  Employees  Health  Fund to
              establish a reciprocal beneficiary family coverage health benefits
              plan.

HSCR 962-00   Clarifies that  violations  of  Hawaii's  Safe  Drinking Water Act
              subjects the individual  to  penalties  for  each violation rather

HD1           Establishes separate certification requirements for water
HSCR 949-00   treatment plant operators and distribution system operators.

HD2           Establishes an expedited procedure for appealing a managed care
HSCR 1071-00 plan's decision.  Extends the time allowed to request an
              external review  of  a  managed  care  plan's final determination.
              Establishes standards for  determining whether health intervention
              is a medical necessity  and  must  be included within the services
              covered by a health plan.  Increases the membership of the Patient
              Rights and Responsibilities Task Force from twenty to twenty-five.
