SB 2935, SD1  RELATING TO DANGEROUS DRUGS.                           JHA/PSM,FIN
HD1 Repeals mandatory terms of imprisonment for the promotion of
HSCR 1069-00  dangerous drugs in the:   (1)  Second degree for persons convicted
              of possession or distribution  of  methamphetamine,  or any of its
              derivatives; and  (2)    Third  degree  for  persons  convicted of
              possession or distribution of methamphetamine.  Requires convicted
              persons who are sentenced to  probation to pay for and participate
              in an appropriate drug treatment or education program.

HD1 Establishes a task force to develop a plan to increase the
HSCR 938-00   availability of  gender  appropriate  programming  in the criminal
              justice system.
SB 2152, SD1  RELATING TO THE INTERSTATE COMPACT FOR THE             PSM/JHA,FIN
HD1 SUPERVISION OF ADULT OFFENDERS.
HSCR 981-00   Authorizes state participation in  the  Interstate Compact for the
              Supervision of Adult Offenders.
SB 2432, SD1  RELATING TO A SENTENCING SIMULATION MODEL.             JHA/PSM,FIN
HD1 Appropriates $71,018 to the department of public safety for the
HSCR 1060-00  corrections   population   management   commission   to   develop,
              implement, and maintain a sentencing simulation model.
SB 2433, SD2  RELATING TO PRISONS.                                   PSM/LAB,FIN
HD1 Authorizes the governor to enter into contracts with private entities to
HSCR 1076-00  manage  in-state  correctional  facilities.    Creates  a citizens
              oversight  committee  for   any   new  proposed  prison  facility.
              Authorizes the governor  to  develop  a  prison at King's Landing,
              island of Hawaii.

HD1 INCOME TAX.
HSCR 948-00   Repeals the revised uniform principal and income act under chapter
              557, Hawaii Revised Statutes.  Establishes a new uniform principal
              and income act under a new chapter.
SB 2427, SD1, MAKING AN APPROPRIATION FOR COMPENSATION OF                JHA,FIN
HD1 CRIME VICTIMS.
HSCR 1068-00  Makes an appropriation for crime  victims.   Provides a 10% cap on
              expenditures from the special fund to pay operating expenses.
SB 2933       RELATING TO CRIME VICTIM COMPENSATION COMMISSION.          PSM,FIN
HSCR 937-00   Allows the Crime Victim Compensation Commission to appoint a civil
              service-exempt executive director and administrative assistant.
SB 2533, SD1, RELATING TO CRIME VICTIM COMPENSATION.                 PSM/JHA,FIN
HD1 Requires, as condition of DAG or DANC plea, payment of compensation
HSCR 980-00   fee to be  deposited  into  the  crime victim compensation special
              fund.
SB 2426, SD1, RELATING TO CRIME VICTIM COMPENSATION.                 PSM/JHA,FIN
HD1 Authorizes payment of compensation for mental health counseling,
HSCR 979-00   in the case of mass  casualty, for the deceased victim's relative,
              witness,  or  individual   engaged   in  business  or  educational
              activities at the scene.

HD1 INFORMATION.
HSCR 924      Clarifies  the  general  rules  regarding  use  and  disclosure of
              protected health care information.   Effectuates Act 87, SLH 1999,
              on July 1, 2001.
SB 3129       RELATING TO HAWAIIAN HEALING PRACTICES.                   HLT, CPC
HD1 Extends sunset date from July 1, 2000, to July 1,
HSCR 942      2002,  for  allowing  traditional  Hawaiian  healing  practices by
              traditional  Hawaiian  healing  practices  by  traditional  native
              Hawaiian healers, and  extends  the  submission  date of the final
              report to twenty days prior to the regular session of 2002.
SB 2711, SD1  RELATING TO ADMINISTRATIVE PROCEDURE.                     EDB, CPC
HD1 Provides that any administrative rule that has been
HSCR 1035     adopted  pursuant  to   statute   or   ordinance   that  has  been
              subsequently repealed  shall  be  repealed  automatically upon the
              effective date of  this  Act  without  regard  to chapter 91, HRS.
              Provides that whenever  a  statute  or  ordinance is repealed, the
              administrative rule  that  is  adopted  pursuant  to  the repealed
              statute  or ordinance shall also be repealed automatically without
              regard  to  chapter  91,  HRS.      Provides  for  the  review  of
              administrative  rules   by   the   joint   legislative  management
              committee.    Prohibits  agencies  from  exceeding  the  scope  of
              substantive statutory  authority  confirming  the  power  to adopt
              rules.  Requires that rules adopted to comply with federal law not
              impose regulatory requirements in  excess of federal requirements,
              except when justified by certain conditions.
SB 2725, HD1  RELATING TO TOWING COMPANIES.                             TRN, CPC
HSCR 958      Requires all towing companies, not  only  the ones being called to
              tow a vehicle, to have a  sign  on vehicle doors with the name and
              telephone number of the towing business.
SB 2283, SD1  RELATING TO THE PUBLIC UTILITIES COMMISSION.                   CPC
SSCR 2504     Authorizes  the  PUC   to   require   the  parties  in  commission
              proceedings  to  participate  in  non-binding  alternative dispute
              resolution prior to hearing.
SB 2563, SD1  RELATING TO INSURANCE.                                         CPC
SSCR 2743     Deems an unfair  or  deceptive  insurance  practice the refusal to
              provide or limiting coverage based on an insured's potential third
              party claim for damages.   Allows  an insurer to be reimbursed for
              benefits paid when the insured  has recovered damages on the third
              party claim by judgment or settlement.
