    The purpose of this briefing is  to receive presentations on a proposed plan
to establish a  captive  insurance  facility  to  manage  the administration and
financing  of  employee  benefit   obligations,  i.e.  a  "reciprocal  insurance
exchange", pursuant to article 19,  Chapter  43  HRS.  This plan was drawn up in
response to a 1999 State Auditor's  report on the Hawaii Public Employees Health
Fund.

    Presentations will be given by Insurance Commissioner Wayne Metcalf, Captive
Insurance  Administrator  Craig  Watanabe,  and  the  Hawaii  Captive  Insurance
Council.

HSCR 905-00   Increases nonresident hunting  license  fees.  Requires applicants
              for a  license  to  disclose  if  they  are  prohibited from using
              firearms for hunting.   Allows  DLNR  to establish hunting license
              application  and  issuance   procedures   and   set  fees  through
              administrative rules.
SB 2475, SD1, RELATING TO GENDER EQUITY IN SPORTS.                   EDN,JHA,FIN
HD1 Prohibits discrimination in athletics on the basis of sex in any
HSCR 900-00   public school  and  requires  the  superintendent  of education to
              develop a strategic plan to ensure equity in sports participation.
SB 2430       RELATING TO CIVIL RIGHTS.                                      JHA
SSCR 2675     Adds sexual orientation as a protected status for laws prohibiting
              discrimination in housing;  adds  familial  status  as a protected
              status in anti-blockbusting law.
SB 2164, SD2  RELATING TO THE ORGANIC AGRICULTURE INDUSTRY.        AGR, JHA, FIN
HD1 Assists the organic agriculture industry by:  (1) Defining
HSCR 887-00   standards of organically produced agricultural products until such
              time the  federal  standards  are  adopted  by  the  United States
              Department  of  Agriculture;  (2)  Establishing  requirements  for
              registration   and   recognition   of   certifying   agents;   (3)
              Establishing requirements  for  labeling  of  organically produced
              products; and (4)  Establishing  other  necessary requirements and
              administrative penalties for violation.

              Clarifies  that  DHHL  is  authorized  to  lease  out improvements
