HSCR 889-00   care from November  15,  1999,  to  November  15,  2001; to extend
              sunset date of joint  committee  from  June  30, 2000, to June 30,
              2002; to clarify requirements for  the actuarial study;and to make
              unspecified appropriations for the study and JLC expenses.

SSCR 2708     Adds provision for contractor  penalties  to the existing law that
              prohibits contractors from withholding  more  than  five 5% of the
              subcontractor's contract price.
SB 2486, SD2  RELATING TO TAXATION.                                 CPC/JHA, FIN
SSCR 2764     Creates a cigarette tax  stamping  licensing system for the excise
              tax on cigarettes to be  imposed  and collected through the use of
              stamps purchased by licensed  wholesalers and dealers, and affixed
              to cigarette packages.  Includes provisions for civil and criminal
              penalties, and for forfeitures  of  cigarettes,  to be enforced by
              the attorney general.  Requires the Director of Taxation to submit
              findings and  recommendations  to  the  legislature  for  the 2006
              Session on effectiveness of Act.
SB 2467, SD2  RELATING TO UNLICENSED CONTRACTORS.                        CPC/JHA
SSCR 2671     Authorizes  and  establishes  procedures  for  the  administrative
              forfeiture of materials,  tools,  and  other  property owned by an
              unlicensed contractor.   Clarifies  that unlicensed contracting is
              an  unfair  and   deceptive   practice   and  requires  unlicensed
              contractors to reimburse moneys to consumers.

SSCR 2692     Allows police officers to  inspect unlicensed motor vehicle repair
              dealers  for  the  purpose   of  establishing  rightful  title  or
              registration of vehicles  or  identifiable  vehicle components, in
              order to determine rightful ownership or possession.

SB 2527, SD2  RELATING TO CONDOMINIUMS.                                      CPC
SSCR 2625     Clarifies that a board  of  directors of a condominium association
              may  use  association   funds,   with   proper   notice,  only  to
              "distribute" and  not  "solicit"  proxies  from  apartment owners.
              Authorizes the use of a  copy,  fax or other reliable reproduction
              of a proxy in lieu of the original.

SSCR 2748     Authorizes  an  association  of  apartment  owners  to  assess the
              purchaser of  a  delinquent  or  foreclosed  apartment  for unpaid

SSCR 2164     Clarifies that projects  created  as  condominium property regimes
              under chapter 514A are subject  to  county zoning and other county

SSCR 2507     Codifies  various  sections  of  the  Hawaii  administrative rules
              relating to  proxies,  consents,  and  authorizations  of domestic
              stock insurers,  mass  merchandising  of  motor vehicle insurance,
              insurance holding company systems, and the motor vehicle insurance
              law.
SB 2811, SD1  RELATING TO MOTOR VEHICLE INSURANCE.                           CPC
SSCR 2506     Conforms provisions of the  motor  vehicle insurance code relating
              to prohibited  practices.    Clarifies  the  scope  of  the code's
              application.  Expands prohibition against discriminatory practices
              to include practices related to underwriting guidelines.
