SSCR 2204     Prohibits federal  impact  aid  received  by  the  DOE  from being
              returned to the general fund.  Allows excess federal impact aid to

SSCR 2756     Allows the department of  education  to access juvenile records as
              provided under section  571-84.6  (HRS);  requires family court to
              expedite  the  release   of   information   as  requested  by  the
              department.

SSCR 2297     Amends the promoting pornography  for  minors exemption for public
              library staff by narrowing the  exemption to persons acting within
              the scope of their employment.
SB 2466, SD1  RELATING TO COMPUTER ACCESS BY MINORS.                     EDN,JHA
SSCR 2759     Requires the Board of Education  to  develop policy to prohibit or
              limit access by children to  on-line pornography in public schools
              and public libraries.
SB 3079       RELATING TO CRIMINAL TRESPASS IN THE FIRST DEGREE.         EDN,JHA
SSCR 2491     Repeals  the  requirement  that   school  authorities  and  police
              officers warn or request  a  person  to  leave the premises of any
              public  or  private  school,  if  the  person  enters  or  remains
              unlawfully in or upon the premises  of the school, prior to having
              the person arrested for criminal trespass in the 1st degree.
SB 3026, SD1  RELATING TO SCHOOL FACILITIES.                             EDN,FIN
SSCR 2685     Establishes   the   state   educational   facilities   repair  and
              maintenance special  fund  to  eliminate  the  backlog of projects
              existing  on  6/30/00.    Establishes  the  school  physical plant
              operations and maintenance special fund  to pay for school repairs
              and cyclical maintenance projects scheduled after 6/30/00.

SB 2571, SD1  RELATING TO SCHOOL-BASED BUDGETING.                        EDN,FIN
SSCR 2423     Amends chapter 302A, HRS,  to facilitate implementation of school-
              based budgeting, by requiring the  DOE to submit to the individual
              schools and  the  legislature,  by  opening  day  of  each regular
              session,  a  report   on   its  proposed  school-by-school  budget
              allocation.  Gives  each  school  maximum flexibility in expending
              its allocated budget.
SB 2138, SD2  RELATING TO PUBLIC SCHOOL FACILITIES.                      EDN,FIN
SSCR 2731     Requires all newly constructed  school buildings, and all existing
              school  buildings,  undergoing   re-roofing,  to  include  thermal
              control systems with a  minimum  heat transfer resistance value of
              R-19, or its equivalent, in conformance with the provisions of the
              Hawaii Model Energy Code  regarding  roof  heat gain, during their
              construction or re-roofing.  Blank appropriation.
SB 2219, SD1  RELATING TO PUBLIC SCHOOL FACILITIES.                      EDN,FIN
SSCR 2294     Exempts the acquisition of  school  facilities  by leases from the
              law relating to the  management  of financing agreements; provided
              that notice of such agreement is given to the director of finance.
              Requires the DOE  to  enter  into  a  lease  agreement for a Kihei
              charter public high school.

              organization or association controlled by native hawaiians.
SB 2110 SD2   RELATING TO HAWAIIAN HOME LANDS TRUST INDIVIDUAL           JHA,FIN
SSCR 2694     CLAIMS.
SSCR 2122     Extends the Hawaiian  Home  Lands  Trust  Individual Claims Review
              Panel until December 31, 2002.  Establishes an Individual Hawaiian
              Home Lands Trust Claims Compensation Commission to develop funding
              options to compensate successful claimants.

SSCR 2688     Clarifies federal statutory  citation  in  HRS that requires group
              and individual health insurance to  comply with the federal Health

SSCR 2429     Deems a request for approval granted if the insurance commissioner
              takes no action on the  request within thirty days. Eliminates the
              public hearing requirement for workers' compensation rate filings.

SSCR 2624     Requires  persons  convicted  of   felony  offenses  to  seek  the
              Insurance Commissioner's written  consent  before  engaging in the
              business of insurance.

SSCR 2745     Regulates viatical settlements and prohibits their use in the case
              of life insurance policies  held  on  persons with catastrophic or
              life threatening illnesses.

SSCR 2508     Establishes standards for life  insurance policy illustrations and
              for the replacement  of  life  insurance  and annuities.  Requires
              consumer notices and  disclosures  to  be  provided in writing and

SSCR 2505     Requires the public  utilities  commission  to render decisions on
              motions for either reconsideration or rehearing within 45 days.

SSCR 2573     Clarifies  that  licensees  from  other  professions  are  able to
              perform "psychotherapy" of  the  service  is  within  the scope of

SSCR 2626     Increases nonresident  hunting  license  fees. Requires applicants
              for a  license  to  disclose  if  they  are  prohibited from using
              firearms for hunting.   Allows  DLNR  to establish hunting license
              application  and  issuance   procedures   and   set  fees  through
              administrative rules.
