HB 2583, HD1  RELATING TO OPEN MEETINGS.                                 EDB,JHA
HSCR 267-00   Requiring that board meeting  notices  specify that the public may
              attend videoconferenced board  meetings  at  any  of the specified
              meeting locations.

              Allows for the candidate filing  deadline  to be extended if there
              are no candidates  filed  for  office  at  the  close of candidate

HB 1758, HD1  RELATING TO MOTOR VEHICLE DRIVER LICENSING.                TRN,JHA
HSCR 10-00    Gives the  department  of  transportation  an  additional  year to
              effectuate Act  175,  SLH  1999  (which  provides  for a statewide
              driver  education  program  and  behind-the-wheel  driver training
              program),  with  an  exception  for  the  date  which  section  2.
              subsection (b) takes effect.

              Requires nonconsensual common law  liens to designate whether they
              are directed at a public officer or employee.

HSCR 191-00   Extends the department of education's zero tolerance policy toward
              dangerous weapons,  switchblade  knives,  intoxicating liquor, and
              illicit drugs to  include  department  supervised activities on or
              off school property, and activities  that occur on school premises
              and during the school day.
HB 2732       RELATING TO COURT REPORTERS.                                   JHA
              Imposes requirements on  private  court  reporters.   Provides for
              civil fine for violations.

              Prohibits persons  from  holding,  promoting, advancing, profiting
              from, or participating in a  combative  sport.  Civil and criminal
              penalties are provided.

HSCR 90-00    Defines "biological materials" and provides for the recognition of
              biological materials as personal property.

              Provides  comprehensive  civil  service  reform  by  enacting  the
              "Public Employment Reform Act"; and repealing Chapters 76, 77, 78,
              79, 80, 81,  82,  83,  89,  89A,  and  89C  of  the Hawaii Revised
              Statutes.
HB 1987       RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.              LAB/FIN
              Upon application to the  ERS  board,  allows  a  class A member to
              withdraw for  one  time  only,  the  member's  contributions (or a
              portion thereof) for financial hardship.
HB 2452       RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.              LAB/FIN
              Specifies that only the  member's  base salary, including shortage
              differential pay, is to  be  used  to compute the member's average
              final compensation and contributions to the ERS.
HB 1869       RELATING TO PUBLIC EMPLOYEE HEALTH BENEFITS.               LAB/FIN
              Creates health benefit  board  serving  both  public employers and
              employees with  flexible  powers  to  terminate certain coverages.
              Limits employer  contributions  for  active  and retired employees
              based on legislative appropriations.  Repeals existing PEHF law.
HB 1871       RELATING TO THE HAWAII PUBLIC EMPLOYEES                    LAB/FIN
              HEALTH FUND.
              Empowers the board of the Public Employees Health Fund to annually
              audit health benefits plans offered by employee organizations.
HB 2445       RELATING TO THE PUBLIC EMPLOYEES HEALTH FUND.              LAB/FIN
              Permits  the  Health  Fund  to  return  the  employees'  share  of
              insurance carrier refunds to beneficiaries based on their years of
              benefit plan participation.

HB 2449       RELATING TO THE PUBLIC EMPLOYEES HEALTH FUND.              LAB/FIN
              Requires the Public  Employees  Health  Fund  Board of Trustees to
              implement the following for  the  benefit plan year beginning July
              1, 2001:  (1)  preferred  provider  organization plans for medical
              benefits; (2)  Medicare+Choice  plans;  (3)  revised  drug benefit
              plans; and (4) a  revised  methodology for computing out-of-pocket
              costs to ensure comparability for all employee beneficiaries.

HSCR 480-00   Requires employers to provide meal breaks after six hours of work.
HB 2556, HD1  RELATING TO SAFETY INSPECTION FREQUENCIES                  LAB,FIN
HSCR 481-00   FOR REGULATED EQUIPMENT.
              Provides that the  period  between  safety  inspections not exceed
              seven months for  boilers,  pressure  systems, amusement rides and
              elevators.
HB 2739, HD1  RELATING TO CORRECTIONS.                                   PSM,FIN
HSCR 92-00    Makes an  appropriation  to  the  department  of  public safety to
              indicate the intention  and  ability  of  the  State  of Hawaii to
              proceed with the private development of a correctional facility to
              reduce prison  overcrowding,  utilizing  public  funds  or private
              funds, or a combination of both.

              their overall resource portfolio.    Provides  for the issuance of
              renewable energy credits to renewable energy generators.

HSCR 332-00   Establishes  a  net  metering   pilot  project  under  the  public
              utilities commission.
HB 2011       RELATING TO ENERGY CONSERVATION.                           EEP,CPC
HSCR 412-00   Specifies  that  Model  Energy   Code  standards  for  residential
              buildings shall  apply  to  previously  unoccupied new residential
              real property sold after 07/01/01.

The Internet has changed the  way  the  world  does  business and the State must
invest in its workforce so that it  can  compete in the new global economy.  The
State Administration recently proposed  $1  million  for the Asia Pacific Center
for E-Commerce and Entrepreneurship  at  the  University  of Hawaii's College of
Business Administration (CBA).  Dr. David McClain, Dean of the CBA, proposed the
Center whose mission is to give  students  the  skills they need to excel in the
burgeoning  Internet  economy.    The   Dean  with  the  assistance  of  several
colleagues, will share his vision, plans and programs.
