PROPOSED:     The proposed draft implements certain recommendations of the alien
              aquatic organism task force: (1) Designates the Department of Land
              and Natural Resources (DLNR),  as  the  lead agency to prevent the
              introduction of alien aquatic organisms into Hawaii's environment;
              (2) Authorizes DLNR to draft  rules  and guidelines to address the
              problem; and (3) Allows the Governor to enter into agreements with
              the Secretary of Transportation to address the problem.
