              Prohibits persons age 18 to  21 from using false identification to

              Proposes to  change  the  expiration  date  of  State  ID cards to
              coincide with a person's birth date,  and to allow renewal by mail
              for persons 65 years and older.

              Requires disclaimers  on  official  age  identification  cards and
              prohibits their use in purchasing intoxicating liquors.

              Makes it a criminal  offense  to use another person's information,
              without authorization, to obtain services.

              Requires criminal history record checks for all employees of adult
              residential homes and  nursing  homes,  and  employees of day care

              Allows the Department of  Land  and  Natural Resources to use blue
              lights on approved law enforcement vehicles.
HB 1556       RELATING TO LIMITED LIABILITY FOR COUNTIES.                JHA,FIN
              Holds a county not liable for  damages to person or property where
              the claim is based on a county employee's act or omission based on
              a discretionary function, when  executing a statute, ordinance, or
              rule with due care.
HB 2444       RELATING TO UNCLAIMED PROPERTY.                            JHA,FIN
              Appropriates $500,000  for  the  satisfaction  of  claims  for the
              return of abandoned property.
HB 2453       PROPOSING AMENDMENTS TO ARTICLE VII OF THE                 JHA,FIN
              HAWAII CONSTITUTION  REGARDING  AN  EMERGENCY  AND  BUDGET RESERVE
              FUND.
              Repeals the excess revenue  tax  refund.    Establishes a fund for
              emergency  and   budget   reserve   purposes.      Clarifies  that
              appropriations  to  the  Emergency  and  Budget  Reserve  Fund are
              excluded  from  the  general  fund  expenditure  ceiling  and that
              appropriations from  the  Emergency  and  Budget  Reserve Fund are
              included.
HB 2812, HD1  PROPOSING AN AMENDMENT TO ARTICLE X,                   HED,JHA,FIN
HSCR 131-00   SECTION 6, OF THE  HAWAII  CONSTITUTION, TO PROVIDE THE UNIVERSITY
              OF HAWAII WITH AUTONOMY IN ALL MATTERS RELATED TO THE UNIVERSITY.
              Constitutional  amendment  to  give  UH  autonomy  in  all matters
              related to the university.
HB 2075       RELATING TO HO'OPONOPONO.                                  JHA,FIN
              Appropriates  funds  for   a  three-year  ho'oponopono  counseling
              project administered by  the  family  court  of the first judicial
              circuit.  Allows cases  involving  child custody and adult custody
              disputes to  be  referred  to  a  haku  utilizing  the practice of
              ho'oponopono.  Defines haku and ho'oponopono.

              Establishes  firearms  owner  identification  card  for  acquiring
              firearms.  Establishes  an  instant electronic criminal background
              checking system for conducting firearms background checks.

              Establishes a False Claims Act against the government.

              Amends the 1999 Judiciary appropriations bill to provide operating
              and capital improvements moneys  for  the  Judiciary in the fiscal
              year 2000-2001.
HB 2733       RELATING TO THE HAWAIIAN HOME LANDS TRUST.                 JHA,FIN
              Provides that the Office  of  Administrative  Hearings of the DCCA
              shall resolve claims  timely  filed  with  the Hawaiian Home Lands
              Trust Individual Claims Resolution  Panel under Chapter 674, using
              panel procedures.  DCCA  is  to  determine the question of breach,
              and award  fixed  compensation.    Gives  claimants  the  right to
              chapter  91  review  of   DCCA   decisions.    Repeals  individual
              claimants' right  action  for  breach  of  trust  in state circuit
              court.    Repeals  the  waiver  of  sovereign  immunity.   Repeals
              jurisdiction of state and federal courts over individual claims of
              breach of trust under the  Hawaiian  homes commission act or state
              constitution.
HB 1275       RELATING TO HOSPITAL VIOLENCE.                         HLT,JHA,FIN
              Requires all hospitals to have security plans.  Provides criteria.
              Requires reporting of  any  criminal  assault  on on-duty hospital
              personnel within 48 hours.
