              ESTIMATE REPORTING DATES.
              Eliminates the Council  on  Revenue's  March  15  and September 10
              revenue estimate reporting dates; changes the January 10 reporting

              REPORTING DATES.
              Changes the dates on which the Council on Revenues must report its
              estimates of  total  state  personal  income  to  the  Director of

              and competitive sealed proposals  to allow consideration of effect
              of the award on competition in the marketplace.

HSCR 96-00    Provides that the excise  tax  on  cigarettes shall be imposed and
              collected through the use  of  stamps  purchased by licensees, and
              affixed to cigarette packages.   Includes provisions for civil and
              criminal penalties,  and  for  forfeitures  of  cigarettes,  to be
              enforced  by  the  police  departments,  liquor  commissions,  the
              attorney  general,  and  prosecuting   attorneys.    Requires  the
              Director of Taxation to submit findings and recommendations to the
              legislature for the 2006 Session on effectiveness of Act.

              Repeals the Hawaii  Telecommunications  and Information Industries

HSCR 95-00    Requires health  insurers  to  equitably  reimburse  providers for
              mental health treatment.

              Requires immunizing  children  against  hepatitis  A  to enter all

              Clarifies the methodology used  to  credit  the state and counties

              Extends the payment period  in  the  calculation  of the state and
              county contributions required as a result of ERIP (Session Laws of

              Clarifies  provisions  regarding  the  payment  and  collection of

              Permits  the  Health  Fund  to  return  the  employees'  share  of
              insurance carrier refunds to beneficiaries based on their years of

              Requires the Public  Employees  Health  Fund  Board of Trustees to
              implement the following for  the  benefit plan year beginning July
              1, 2001:  (1)  preferred  provider  organization plans for medical
              benefits; (2)  Medicare+Choice  plans;  (3)  revised  drug benefit
              plans; and (4) a  revised  methodology for computing out-of-pocket
              costs to ensure comparability for all employee beneficiaries.
HB 2462       RELATING TO THE PUBLIC EMPLOYEES HEALTH FUND.              LAB/FIN
              Reduces  state  and  county   employer  contributions  for  health
              benefits  by:     (1)   Eliminating   employer  contributions  for
              dependents of  employees  hired  on  or  after  July  1, 2000; (2)
              reducing employer contributions for  health benefits for surviving
              spouses and dependents of employees  who retire after December 31,
              2001, upon death of the  retiree,  and (3) statutorily setting the
              Medicare Part  B  reimbursement  rate  at  $45.50  per  month, and
              requiring legislative approval for any increases.

              Allows for the  deposit  moneys  collected  from lessees of public

HB 2667       RELATING TO LIMITED LIABILITY FOR COUNTIES.                WLU,JHA
              Limits counties' liability  for  hazardous recreational activities
              including  animal  riding,  hiking,  off-road  motorcycling,  hang
              gliding, rodeo, sport parachuting,  among other activities, except
              when death or  injury  occurred  as  a  direct  result of county's
              failure to warn when the county had actual knowledge of physically
              hazardous conditions, or physically  hazardous condition not known
              or would not have been known  to reasonably prudent person, or for
              gross  negligence,  recklessness,  or  wilful,  wanton, deliberate
              conduct.

              Includes a trespasser entering private land for any purpose in the
              definition of a  recreational  user  for  the purpose of landowner
