              IDENTIFIABLE INFORMATION TO THE DEPARTMENT OF EDUCATION.
              Requires a government  agency  to disclose personally identifiable
              information on a public school student to the DOE, if knowledge of
              the information is necessary to:   (1) protect the safety or well-
              being of the  student  or  other  individuals;  or (2) provide the
              student with an appropriate public education.
HB 2087       RELATING TO JUVENILES.                                     EDN,JHA
              Allows  limited  accessibility  to   juvenile  records  to  school
              officials and persons involved in the treatment and supervision of
              minors in the areas of child  abuse and law enforcement.  Requires
              notification from a court  to  appropriate school officials when a
              minor has committed  any  felony  or misdemeanor involving curfew,
              gambling, alcohol, drugs, tobacco products, carrying of weapons, a
              sexual offense found in  part  V  of  chapter 707, HRS, assault or
              battery, larceny, vandalism, or graffiti.

              Clarifies that the  Housing  and Community Development Corporation
              of Hawaii  and  mortgage  lenders  contracted  to provide mortgage
              financing  are  authorized  to   provide  project-based  Hula  Mae
              financing for housing projects on Hawaiian home lands.
HB 2733       RELATING TO THE HAWAIIAN HOME LANDS TRUST.                 JHA,FIN
              Provides that the Office  of  Administrative  Hearings of the DCCA
              shall resolve claims  timely  filed  with  the Hawaiian Home Lands
              Trust Individual Claims Resolution  Panel under Chapter 674, using
              panel procedures.  DCCA  is  to  determine the question of breach,
              and award  fixed  compensation.    Gives  claimants  the  right to
              chapter  91  review  of   DCCA   decisions.    Repeals  individual
              claimants' right  action  for  breach  of  trust  in state circuit
              court.    Repeals  the  waiver  of  sovereign  immunity.   Repeals
              jurisdiction of state and federal courts over individual claims of
              breach of trust under the  Hawaiian  homes commission act or state
              constitution.
