              Exempts the University  of  Hawaii  at  Hilo  from being a revenue

              Requires  the  Hawaiian  language   college  to  provide  graduate

              Delegates the responsibility  of  regulating individual wastewater
              systems to the counties.
HB 2527       RELATING TO SOLID WASTE MANAGEMENT DISPOSAL                EEP,FIN
              SURCHARGE.
              Increases the solid  waste  management  disposal surcharge from 35
              cents per ton to  60  cents  per  ton  for all disposal facilities
              except  permitted  inert  and   construction  &  demolition  waste
              disposal facilities.
HB 2331       RELATING TO CONSTRUCTION AND DEMOLITION WASTE.             EEP,FIN
              Establishes an income tax credit for  a percentage of the costs of
              recycling construction  and  demolition  waste, including trucking
              and transportation costs  and  recycling  processor fees.  Exempts
              from the general excise tax  the  gross proceeds received from the
              sale of recycled construction material.
HB 2012       RELATING TO THE RECYCLING OF BATTERIES.                    EEP,FIN
              Provides for the recycling of used lead acid batteries.

              Requires all entities  accepting  used  tires  to maintain records
              regarding disposition of the  tires.   Creates additional funds to
              support illegal dumping prevention programs.

              Establishes a tax credit for  the  purchase of an electric vehicle
              and a tax deduction  for  the  installation of an electric vehicle
              charging station.
HB 2328       RELATING TO MOTOR VEHICLES.                                EEP,FIN
              Establishes a fee-rebate, or "feebate" program with respect to the
              purchase of  new  passenger  vehicles  in  order  to reduce energy
              consumption and  lower  air  pollution,  consisting  of  a revenue
              neutral fuel efficiency surcharge and  credit program based on the
              federal fuel economy ratings of the new vehicle.

              Requires new legislation being considered for enactment that seeks
              to change the scope of  practice  of a health care professional to
              be referred to a  review  panel  within  the dept. of commerce and
              consumer affairs for analysis.  Specifies legislative policies and
              defines "health care professional."
HB 2486       RELATING TO CHIROPRACTIC LICENSURE                         HLT,CPC
              REQUIREMENTS.
              To require the  National  Board  of  Chiropractic Examiners (NBCE)
              part IV examination in place of the state-constructed Chiropractic
              Licensure  Examination   (CLE);   to   authorize   the   Board  of
              Chiropractic Examiners  (hereafter  "Board")  to  require the NBCE
              Special Purpose Examination for Chiropractic (SPEC), also in place
              of the CLE, for issues  within the Board's area of responsibility,
              including,  but  not  limited  to,  licensure  by  endorsement  or
              reciprocity,  and  to  assess  competency  following  disciplinary
              actions or licensure lapse;  suspension,  or revocation; to delete
              outdated educational requirements;  and  to amend current language
              for the purpose of clarification.
HB 1934       RELATING TO OPTOMETRY.                                     HLT,CPC
              Repeals  the  joint  formulary   advisory  committee  and  removes
              reference to "topically applied" pharmaceutical agents.
HB 2463       RELATING TO ADVANCED PRACTICE REGISTERED                   HLT,CPC
              NURSES RECOGNITION.
              To  require  applicants  for  advanced  practice  registered nurse
              (APRN) recognition to  have  an  unencumbered  APRN recognition or
              similar designation in all other  states  in which the nurse has a
              current and active recognition as  an  APRN; to clarify that APRNs
              who are not recognized by  the  board may use titles designated by
              national certifying bodies; and to make non-substantive changes.
HB 2464       RELATING TO THE DUTIES OF THE BOARD OF                     HLT,CPC
              NURSING.
              To add to current language  relating  to  the duties of the Hawaii
              board  of  nursing  (board)   for   the  purpose  of  clarity  and
              consistency to  enable  the  board  to:  consult  and  confer with
              persons  with  expertise  on   various  issues;  communicate  with
              national  organizations  with   information   that  would  promote
              consumer  safety  and  welfare;   administer  the  nursing  exams;
              contract  with  a  professional  test  vendor;  and  develop rules
              relating to telehealth as necessary.
HB 2810       MAKING AN APPROPRIATION TO HIRE THIRTY                     HLT,FIN
              FULL-TIME REGISTERED NURSES WITHIN THE DEPARTMENT OF HEALTH.
              Appropriates general  revenues  to  hire  30  full-time registered
              nurses within the DOH to  be  assigned  to a public school, except
              one unassigned nurse who  will  cover  when  others are sick or on
              vacation.

              Requires all tow trucks to  have  special license plates to ensure

              Requires all towing companies, not  only  the ones being called to
              tow a vehicle, to have  sign  on  vehicle  doors with the name and
              telephone number of the towing business etc.

              SYSTEM.
              Enables vehicle backup warning  beepers  to  be turned off between
              12:00 midnight and 5:30 a.m.  Requires bright flashing lights when
              reversing, if beeper is turned off.
HB 2905       RELATING TO SPEEDING.                                      TRN,JHA
              Permits police to arrest persons speeding in excess of 40 miles of
              the posted speed limit.
HB 2796       RELATING TO VEHICLE HIGHWAY BEAUTIFICATION FEE.            TRN,FIN
              Deletes   "motor"   from   vehicles   required   to   pay  highway
              beautification fee with each  certificate  of registration so that
              the  beautification  fee  would  be  required  of  all  registered
              vehicles.
HB 2721       RELATING TO TRANSPORTATION.                                TRN,FIN
              Ensuring that state road  and  bridge projects adequately meet our
              transportation needs, exist  in  harmony  with their surroundings,
              and add lasting value to the communities they serve.

              Authorizes  lessees  of  special   facility   leases  let  by  the
              department of transportation for maritime operations to sublet the
              lease to another.

              Transfers certain PSC taxes  to  the  harbor  special fund for the
              improvement of cruise ship facilities.
