              FACILITIES.
              Allows the governor to  contract  for  private sector operation of
              correctional facilities.   Establishes  criteria  necessary for an
              acceptable contract  for  privatized  operation  of a correctional
              facility.
HB 2886       RELATING TO MANAGEMENT OF PRISONS.                     PSM,LAB/FIN
              Provides  that  the   development   and   management  of  in-state
              correctional facilities  be  subject  to  the  managed competition
              process.
HB 2982       RELATING TO LABOR.                                     PSM,LAB/FIN
              Excludes  overtime,  supplementary  pay,  and  differentials  from
              correction  officer's  computation  for  the  contribution  to the
              annuity savings fund.  Gives  mayors  the authority to decide what
              amounts of wages,  overtime,  supplementary pay, and differentials
              employees under section 88-45 are  included in the computations to
              determine police  officer  contributions  to  the  annuity savings
              fund.

              Appropriates out of the  general  revenues unspecified amounts for

              Provides that the excise  tax  on  cigarettes shall be imposed and
              collected through the use  of  stamps  purchased by licensees, and
              affixed to civil and  criminal  penalties,  and for forfeitures of
              cigarettes, to  be  enforced  by  the  police  departments, liquor
              commissions,  the  attorney  general,  and  prosecuting attorneys.
              Requires  the  Director  of   Taxation   to  submit  findings  and
              recommendations  to  the  legislature  for  the  2006  Session  on
              effectiveness of Act.
HB 2013       RELATING TO MEDICAL RESEARCH.                          HLT,CPC/JHA
HSCR 12-00    Requires   cancer   cases   detected   in   physician's   offices,
              laboratories,  free-standing  radiation  oncology  facilities, and
              other treatment and pathology facilities be reported to the Hawaii
              Tumor Registry or hospital-based registries.
HB 1938       RELATING TO REVISED UNIFORM COMMERCIAL CODE                CPC/JHA
              ARTICLE 9--SECURED TRANSACTIONS.
              Adopts new  UCC  article  9,  secured  transactions.   Repeals old
              statutes, in article 9.
HB 2373       RELATING TO THE UNIFORM COMPUTER INFORMATION               CPC/JHA
              TRANSACTIONS ACT.
              Adopts the Uniform  Computer  Information  Transactions Act of the
              National Conference of  Commissioners  on  Uniform Laws to provide
              requirements for  computer  information  transactions involving an
              agreement  to  create,  modify,   transfer,  or  license  computer
              information or informational rights in computer information.
HB 2466       RELATING TO ESCROW DEPOSITORIES.                           CPC,FIN
              Recognizes the confidentiality  of  portions  of escrow depository
              company  applications  and   records.      Revises  procedures  to
              voluntarily terminate escrow  depository  operations.   Allows the
              Commissioner of Financial  Institutions  to  establish new fees by
              rule and to waive fees for good cause.
HB 2986       RELATING TO THE STATE RISK MANAGEMENT AND                  CPC,FIN
              INSURANCE ADMINISTRATION.
              Gives the state comptroller  the  authority to establish a captive
              insurance company to insure the general liabilities of the State.

              The purpose of this Act  is  to authorize the Department of Health
              to obtain  criminal  history  record  information  for prospective
              employees,  service   providers,   and   sub-contractors   of  the
              Department of Health,  who  work  in  close proximity with clients
              when  providing  medical,   mental   health,  or  substance  abuse
              services.
HB 2524       RELATING TO PROPHYLACTICS.                                 HLT,FIN
              The purpose of this bill is to eliminate the statutory requirement
              for rules regulating the sale of prophylactics.
HB 2532       RELATING TO HAWAII HEALTH SYSTEMS CORPORATION.             HLT,FIN
              To  authorize  the  Hawaii  Health  Systems  Corporation  to issue
              hospital  revenue  bonds  for  $38,000,000  and  to  authorize the
              department of  budget  and  finance  to  guaranty  the  bonds, and
              appropriate such funds for  plans, site development, construction,
              improvement, equipment, and  furnishings  to  include a diagnostic
              and progressive care center adjacent to Maui Memorial Center.
HB 2833       RELATING TO DENTAL INSURANCE.                          HLT,CPC,FIN
              Permits a patient to direct  an insurer plan to directly reimburse
              a nonparticipating dental provider.
HB 2534       RELATING TO CRITICAL ACCESS HOSPITALS.                     HLT,FIN
              To enhance the federal Medicare Rural Hospital Flexibility Program
              by providing for reimbursement  to  critical access hospitals on a
              cost basis  under  the  Medicaid  programs  using matching federal
              funds.
HB 2747       MAKING AN APPROPRIATION TO CONDUCT A NEEDS                 HLT,FIN
              ASSESSMENT OF HOME- AND COMMUNITY-BASED TREATMENT PROGRAMS FOR THE
              INSTITUTIONALIZED MENTALLY ILL, INCLUDING FORENSIC PATIENTS.
              Appropriates $_____ to the  DOH  to  conduct a needs assessment of
              home-   and   community-based    treatment    programs   for   the
              institutionalized mentally  ill,  including  forensic patients, to
              comply with current federal requirements.
HB 2394       RELATING TO HEALTH CARE.                                   HLT,FIN
              Appropriates  funds  to  support  health  care  for  the medically
              underserved.
HB 2393       RELATING TO THE HAWAII HEALTH SYSTEMS                      HLT,FIN
              CORPORATION.
              Requires  the  Hawaii  Health  Systems  Corporation  to  submit  a
              strategic plan to the  Legislature  prior to eliminating long-term
              care beds from any of its facilities.

              Provides for administration  of  protected health information that
              is used, maintained, collected, disclosed by property and casualty

HB 1897       RELATING TO THE MAUI REGIONAL HEALTH                   HLT,LAB/FIN
              SYSTEMS CORPORATION.
              Creates Maui  Regional  Health  Systems  Corporation  as  a public
              corporation and transfers Kula Hospital, Lanai Community Hospital,
              and Maui Memorial Hospital  and  their assets and liabilities from
              the Hawaii Health  Systems  Corporation  and  returns them after 5
              years.  Effective 7/1/2000.

              Requires PEHF to  offer  only  medical  and  drug coverage for all
              current/future public employees  and  retirees.   Stops payment of
              Medicare B premiums for spouses of current/future retirees.  Makes
              retirees younger than 65:    (1)  with  25  yrs service; (2) hired
              after 6/30/96 with (a) less than  10  yrs; (b) 10 but less than 15
              yrs; and (c) 15 but  less  than  25  yrs service; to pay specified
              percentage of monthly premiums.
HB 2518       RELATING TO PUBLIC EMPLOYMENT.                             LAB,FIN
              Provides  comprehensive  civil  service  reform  by  enacting  the
              "Public Employment Reform Act"; and repealing Chapters 76, 77, 78,
              79, 80, 81,  82,  83,  89,  89A,  and  89C  of  the Hawaii Revised

              Authorizes  shipboard   gaming   on   vessels   in  state  waters.
              Establishes the  Hawaii  gaming  board  within  the  department of
              commerce  and  consumer   affairs,  for  administrative  purposes,
              consisting of 6 members to be  appointed by the governor.  Imposes
              a $____  admission  tax  for  each  gamer  and  a  twelve per cent
              wagering tax on the adjusted gross receipts.  Establishes a gaming
              fund into which shall be  deposited  all revenue earned.  Requires
              periodic assessment  and  audits  by  the  state  auditor; permits
              shipboard gaming at the option of the counties.

              Establishes a  special  fund  to  help  support  the operation and
              maintenance of the  Statewide  Planning and Geographic Information
              System, and enables  the  Office  of  Planning  to charge fees for

HB 2573       RELATING TO THE SPECIAL FUNDS OF THE LAND                  WLU,FIN
              DIVISION.
              Allows for the  deposit  moneys  collected  from lessees of public
              lands  within  industrial   parks   into   the  Special  Land  and
              Development Fund.  Abolishes the  Industrial Park Special Fund and
              transfers the fund balance and liabilities to the Special Land and
              Development Fund.
HB 2574       RELATING TO THE SPECIAL LAND AND DEVELOPMENT               WLU,FIN
              FUND.
              Allows for the  deposit  moneys  generated  by  the disposition of
              mineral and water  rights  into  the  Special Land and Development
              Fund.
HB 2578       RELATING TO THE NATURAL AREA RESERVE FUND.                 WLU,FIN
              Authorizes the one-time transfer of $500,000 from the Fund, to the
              General Fund for 2000-2001.
HB 2762       RELATING TO ISLAND BURIAL COUNCILS.                        WLU,JHA
              Clarifies the current law  to  make  records  of the department of
              land and natural resources confidential  if deemed sensitive by an
              island burial council or the Hawaii historic places review board.
HB 2782       RELATING TO BURIAL SITES.                                  WLU,FIN
              Authorizes the DLNR to execute mitigation plans for the landowner,
              permittee, or developer, on  request, for inadvertent discovery of
              burial sites.
HB 2577       RELATING TO HUNTING LICENSES.                              WLU,JHA
              Increases resident and nonresident hunting license fees.  Requires
              applicants for a license to  disclose  if they are prohibited from
              using firearms for  hunting.    Allows  DLNR  to establish hunting
              license application and issuance  procedures  and set fees through
              administrative rules.
