              Exempts federal and  trust  funds  of  the department of education
              from the  requirements  of  the  state  budgetary allotment system
              under sections 37-31 to 37-39, Hawaii Revised Statutes.
HB 1874       RELATING TO EDUCATIONAL ACCOUNTABILITY.                    EDN,FIN
              Establishes  an  interagency  educational  accountability  working
              group to review agency administrative rules, policies, procedures,
              and practices and  temporarily  suspends  such to support improved
              accountability for educational resources.
HB 1875       RELATING TO EDUCATIONAL ACCOUNTABILITY.                EDN,LAB/FIN
              Mandates DOE to  implement  the  educational accountability system
              for Hawaii's public schools  that  focuses  on student learning of
              the  statewide  standards  and  includes  student  accountability;
              school  or  collective  professional  accountability  of  rewards,
              assistance, and sanctions; individual professional accountability;
              and  public  accounting  for  other  significant  partners  to the
              education process.

              Establishes provision for elections by mail.
SB 914        RELATING TO VOTE COUNT.                                   JHA, FIN
              Specifies that ballots cast includes  blank ballots and over votes
              in a question for a constitutional convention.

SB 915 SD1    RELATING TO CANDIDATE VACANCIES.                               JHA
              Requires replacement candidates  to  fill  out  an application for
              nomination and take an oath.
HB 1925       RELATING TO ELECTIONS.                                         JHA
              Extends from 120 days  to  150  days  the  time within which a new
              election called by  the  governor  shall  be  held  when the court
              invalidates an election.
HB 1984       RELATING TO ELECTIONS.                                         JHA
              Lowers candidate funding available from public funds for office of
              governor, lt.  gov,  or  mayor  from  20%  to  10%,  and for state
              senator,  state  representative,  county  council  and prosecuting
              attorney from  30%  to  15%  of  total  limit  established.   Adds
              candidate's web page and e-mail address to the name and address on
              organizational report of a  candidate's committee.  Removes ballot
              issue from requirement of organizational report.  Increases from 5
              to 10  days  after  filing  for  office,  deadline  for  filing an
              organizational report.  Requires  candidates who withdraw or cease
              to be candidates  to  return  private  contributions to the donors
              within 4 years,  and  in  the  event  of  death, requires residual
              contributions to escheat to the Hawaii election campaign fund.

              Allows the DOA to work with an authorized Federal agency to act on
              its behalf, to a  limited  extent,  and enforce statutes and rules
              regulating the movement  of  restricted  items  into  the State or
              intrastate.
HB 1997       RELATING TO AGRICULTURE.                                   AGR,FIN
              Establishes a credit  against  income  tax liability for taxpayers
              who install agricultural water storage facilities.
HB 2023       RELATING TO AGRICULTURAL INFRASTRUCTURE.                   AGR,FIN
              Provides a tax credit for agricultural infrastructure investments.
HB 2802       RELATING TO THE ISSUANCE OF SPECIAL PURPOSE            AGR,EDB,FIN

              Authorizes special  purpose  revenue  bonds  for  the planning and

              in section 7702B of the internal revenue code.

HB 2336       RELATED TO INCOME TAX CREDITS FOR ELDERLY              HSH/HLT,FIN
              AT-HOME CARE.
              Provides an income tax credit in an amount equal to an unspecified
              sum, to any taxpayer who for  an elderly relative who is certified
              by the department of human services  (DHS) as requiring care in an
              intermediate care  or  skilled  nursing  facility  if  the elderly
              relative has been receiving such  home  care for at least 29 days.
              Requires DHS to  provide  certification.  Applies to taxable years
              beginning after 12/31/99.
HB 2238       RELATING TO FEDERALLY QUALIFIED HEALTH                 HSH/HLT,FIN
              CENTERS.
              Requires  that  payments  by  DHS  to  federally  qualified health
              centers to be no less  than  payments to other providers providing
              QUEST services.  Appropriates funds for fiscal year 2000-2001 with
              federal matching funds.
HB 1835       RELATING TO CRIMINAL HISTORY RECORD CHECKS.            HSH/HLT,JHA
              Requires criminal history record checks for all employees of adult
              residential homes and nursing  homes,  and  employees of home care
              agencies who have access to the personal belongings of clients.
HB 2105       RELATING TO HOUSING.                                   HSH/HLT,FIN
              Creates the special  needs  housing  special  fund  to  be used to
              provide supportive housing  for  persons  with  mental illness and
              substance abuse addictions.    Authorizes  the issuance of general
              obligation bonds to  be  deposited  in  the  special needs housing
              special fund.

              Prohibits the creation of a wake  or  speeds in excess of 5 mph by
              thrill craft in the "no wake  zone", defined as the area extending
              seaward 1,200 feet from the  shoreline.  Phases out the launching,
              mooring, or operation  of  all  carbureted 2-stroke engine powered
              thrill craft within the ocean waters commencing 8/1/00.

HB 2257       RELATING TO PERSONAL WATERCRAFT.                           OMR,FIN
              Implements mandatory safety  education  for owners of recreational
              personal watercraft and other  measures  recommended by the thrill
              craft advisory  committee.    Establishes  the personal watercraft
              safety  education   special   fund.      Loans  initial  research,
              development, and operating moneys to the special fund.
HB 1949       RELATING TO ALIEN AQUATIC ORGANISMS.                       OMR,FIN
              Designates the DLNR as  the  lead  state agency for preventing the
              introduction and carrying  out  the  destruction  of alien aquatic
              organisms through the regulation  of  ballast water discharges and
              hull fouling organisms.
HB 2307       RELATING TO THE REMOVAL OF NUISANCE SEAWEED.               OMR,FIN
              Allows the director of  public  safety,  with  the approval of the
              governor, to enter into an agreement with the mayor of a county to
              use inmate labor from  a  community  correctional center to remove
              nuisance seaweed from the  shoreline  and  nearshore waters of the
              State.
HB 2569       RELATING TO THE COMMERCIAL FISHERIES SPECIAL               OMR,FIN
              FUND.
              Converts the Commercial Fisheries  Special  Fund from temporary to
              permanent to ensure continued  support  and funding for commerical
              fisheries programs and activities.
HB 2426       RELATING TO COASTAL ZONE MANAGEMENT.                       OMR,FIN
              Establishes a coastal zone  special  fund  to allow the Program to
              retain fees, fines, and  moneys  directed  to  the Program by non-
              state sources and to use the moneys for Program purposes and other
              Program revisions proposed.
HB 2570       RELATING TO THE BOATING SPECIAL FUND.                      OMR,FIN
              Clarifies that the assessment from the Boating Special Fund due to
              the General Fund for central  services expenses will be limited to
              5% of revenues net of debt service.
HB 2571       RELATING TO STATE BOATING FACILITIES.                      OMR,FIN
              Clarifies that leases issued  for  small harbors and other boating
              facility properties may include  uses  other than maritime related
              activities. Allows limited commercial vessel activities within Ala
              Wai and Keehi small boat harbors.
HB 2579       RELATING TO LEASING OF SMALL BOAT HARBORS.             OMR,LAB/FIN
              Authorizes  the  BLNR  to  lease   by  public  auction  or  direct
              negotiation  Ala   Wai   and   Keehi   small   boat   harbors  for
              redevelopment,  management,  and   operation   by  private  firms.
              Provides  for  an   orderly   transition   from  state  operation,
              management,  and  control  to  private  management  and operation.
              Provides job security  for  state  employees presently assigned to
              those locations.

              Authorizes the Housing  and  Community  Development Corporation of
              Hawaii (HCDCH)  to:  (1)  provide  for  a  one-for-one replacement
              housing requirement for  units  being  demolished, disposed of, or
              renovated; (2) Retain its  operating  subsidies eligibility if the
              moneys are  used  for  replacement  housing  within an unspecified
              timeframe; and (3) Not adjust  the amount the Corporation receives
              to modernize, improve, or  rehabilitate  a  property if the moneys
              are used within  an  unspecified  timeframe  to replace housing or
              physical improvements to preserve viable public housing.
HB 2506       RELATING TO PROSPECTIVE ADOPTIVE PARENTS.              HSH,JHA,FIN
              Requires "prospective adoptive  parents"  to have criminal history
              record checks.  Authorizes the contracting for home studies.

              Removes the provisions regarding  the  annual update of the actual
              amount  of  an  agreement  or  lien  recorded  in  the  bureau  of
              conveyances.  Clarifies that  the  department may initiate probate
              proceedings.

              Clarifies that when  the  DHS  in third-party liability situations
              prosecutes its own claims, or  intervenes  or joins in any action,
              or actively participates with a claimant or claimant's attorney in
              the prosecution of  claims,  it  shall  be  allowed to recover its
              attorney fees and costs.
