AGENDA:

    The purpose of the informational  briefing  is  to discuss the School Repair
and Maintenance Program (R&M).   Discussion  items should include, among others:
the method  of  identifying  and  prioritizing  R&M  projects;  the existing and
projected backlog of R&M projects; a short and long range plan to systematically
reduce backlog of R&M  projects  to  an  acceptable  level; a current history of
appropriations and funding; and projected requirements and use of funds from all
sources, including the United States Department of Defense Appropriation.

    Also, the Associations of  Apartment  Owners  have been invited to discussed
their methods and  procedures  relating  to  operating  budgets and reserves for
maintenance and repairs to condominium facilities.

              interment at the state veterans cemetery on Oahu.

              Establishes the offenses  of  cyber  terrorism  of law enforcement
              officer and cyber terrorism.
HB 2133       RELATING TO RESIDENTIAL DETENTION OF                       PSM,FIN
              PREARRAIGNMENT DETAINEES.
              Repeals requirement  that  counties  provide residential detention
              for prearraignment detainees.

              Makes the law enacting  the  small business regulatory flexibility
              act and the small  business  defender  permanent.  Moves the small
              business regulatory review board and  the defender position to the
              department of  budget  and  finance  for  administrative purposes.
              Appropriates $100,000 to the small business defender.
HB 1970       RELATING TO PREPAID TELEPHONE CALLING SERVICE.         EDB/CPC,FIN
              Clarifies that GET is imposed on the sale of prepaid phone calling
              service and authorization numbers at the point of sale.
HB 2258       RELATING TO CAPITAL ACCESS PROGRAM.                    EDB/CPC,FIN
              Establishes a capital access program in the department of commerce
              and consumer affairs.
HB 2360       RELATING TO SMALL BUSINESSES.                          EDB/CPC,FIN
              Prohibits state or county  regulatory agencies from imposing civil
              fines on any small business  without  first seeking to resolve the
              matter in question with the  owner  or other representative of the
              small   business   through   mediation,   arbitration,   or  other
              alternative dispute resolution method.  Provides exceptions.

HB 1959       PROPOSING AN AMENDMENT TO THE HAWAII               CPC/EDB,JHA,FIN
              STATE  CONSTITUTION  DIRECTING  THE  LEGISLATURE  TO  REFRAIN FROM
              ENACTING LAWS THAT AFFECT  CONSUMERS  UNLESS THE LAW IS BENEFICIAL
              TO CONSUMERS.
              Proposes a constitutional  amendment  directing the legislature to
              refrain from enacting laws  that  directly affect consumers unless
              the law is beneficial to consumers.
HB 1960       RELATING TO CONSUMER ACTIONS.                      CPC/EDB,JHA,FIN
              Establishes, if a constitutional  amendment authorizes it, a right
              of a consumer to bring  an  action  for declaratory relief for any
              new law  enacted  by  the  legislature  that  has,  as its primary
              impact, a negative economic impact on consumers.

HB 1877       RELATING TO INFORMATIONAL PRIVACY.                     CPC/JHA,FIN
              Establishes the Hawaii information privacy act.
HB 1935       RELATING TO INSURANCE.                                 CPC/JHA,FIN
              Defines independent bill  reviewer  (IBR)  for insurance purposes;
              requires licensing of IBRs; levies  an  IBR license fee of $80 and
              $60 a year for  services  provided  by  DCCA.  Prohibits IBRs from
              being  paid  on  a   contingency   fee  basis.    Establishes  and
              appropriates funds for a cost containment investigator.

CPC:
HB 1773       RELATING TO THE MOTOR CARRIER LAW.                             CPC
              Requires the public  utilities  commission  to render decisions on
              motions for either reconsideration or rehearing within 30 days.
HB 1882       RELATING TO THE PUBLIC UTILITIES COMMISSION.           CPC,LMG/FIN
              Requires the Auditor to conduct  a  management audit of the Public
              Utilities  Commission  and  report  back  to  the  Legislature and
              Governor before the convening of the Regular Session of 2001.
HB 1944       RELATING TO PUBLIC SERVICE COMPANY TAX.                    CPC,FIN
              Allows the  counties  to  collect  a  part  of  the public service
              company tax in exchange for not assessing the real property tax on
              utility companies.
HB 2006       RELATING TO THE HAWAII HURRICANE RELIEF FUND.              CPC,FIN
              Authorizes  standard  extended  coverage  endorsements  offered by
              hurricane insurers to qualify as comparable coverage to that which
              would have been offered by the hurricane relief fund.

              COMPENSATION FUND EXPENSES.
              Clarifies that  administrative  expenses  for  the  protection and
              preservation of the Special  Compensation  Fund  will be paid from
              the Fund.
HB 2556       RELATING TO SAFETY INSPECTION FREQUENCIES                 LAB, FIN
              FOR REGULATED EQUIPMENT.
              Allows the  department  to  set  inspection  frequencies  based on
              public safety need  for  boilers,  elevators,  and other regulated
              equipment.
HB 2557       RELATING TO OCCUPATIONAL SAFETY AND HEALTH.               LAB, JHA
              The purpose of this bill is  NOT to prevent disclosure, but rather
              to facilitate disclosure  of  records  to  the  public while still
              protecting the rights  of  individuals  to  privacy; ensuring that
              workers have safe and healthful  workplaces and the mission of the
              division; and to preserve scarce state resources for protection of
              life and health.  Clarifies when and what records may be disclosed
              to the public for civil cases.
HB 2558       RELATING TO BOILER AND ELEVATOR LAW.                      LAB, JHA
              Clarifies when and what  records  may  be  disclosed to the public
              including   the   availability   of   compliance   inspectors  and
              investigatory records for civil cases.
HB 2559       RELATING TO THE HAWAII WORKFORCE DEVELOPMENT                   LAB
              COUNCIL.
              Allows  the  state  department  heads  who  are  ex-officio voting
              members of the Council to name designees.
HB 2560       RELATING TO THE HOISTING MACHINE OPERATORS                LAB, FIN
              ADVISORY BOARD.
              Specifies that the Board is administratively placed within DLIR.
HB 2561       RELATING TO CRIMINAL HISTORY RECORD CHECKS                LAB, JHA
              FOR USERS OF EXPLOSIVES.
              Requires the  department  to  obtain  national criminal background
              checks prior to issuance  of  a  Certificate of Fitness for users,
              dealers, and storers of explosives.
HB 2562       RELATING TO THE STATE FIRE COUNCIL.                            LAB
              Allows  the  county  fire  chief  to  name  designees  for certain
              functions and responsibilities.
HB 2563       RELATING TO THE STATE FIRE COUNCIL.                            LAB
              Allows the State  Fire  Council  to coordinate statewide training,
              data collection, and contingency planning needs for firefighters.

              procurement of assistive technology devices and services.

              Incorporates   assistive   technology    considerations   in   all
              administrative measures.

HB 2004       RELATING TO PRIVACY OF HEALTHCARE                  HLT,CPC/JHA,FIN
              INFORMATION.
              Requires Director of OIP  to  proceed against any person violating
              medical records confidentiality law to issue an order to cease and
              desist at  a  contested  case  hearing.    Provides for injunctive
              relief to enjoin a  person from concealing, removing, encumbering,
              or disposing  of  assets  that  may  be  required  to  pay a civil
              penalty.  Appropriates funds to OIP.
