HSCR 1334          JUDICIARY.
                   PROPOSED HD2:   Amends  Hawaii  Revised Statutes to correctly
                   reflect  the  judicial   salary   increase  intended  by  the
                   Legislature.

                   Appropriates funds for Asian Pacific development.
HB 1958            RELATING TO PROFESSIONAL SERVICES.                    EDB,FIN
                   Establishes  a  state   preference   to  local  providers  of
                   professional services.
HB 1969            MAKING AN APPROPRIATION TO MATCH FEDERAL              EDB,FIN
                   FUNDS  FOR  THE   ESTABLISHMENT  OF  MANUFACTURING  EXTENSION
                   PROGRAMS.
                   Appropriation; manufacturing extension programs.

                   A new statute  requiring  police  notification  in advance of
                   major commercial public events  where two thousand persons or

                   Creates a metropolitan planning organization in counties with
                   population of over 100,000.

                   Redefines advertising by motor carriers so as to apply to all
                   communications media.

                   Clarifies the scope  of  entities  subject to civil penalties
                   for failing to comply with motor carrier law.
HB 1881            RELATING TO USE OF INTOXICANTS.                       TRN,JHA
                   Amends driving impaired  statutes  to consolidate and conform
                   offenses relating  to  operating  a  vehicle  while  using an
                   intoxicant.  Makes conforming amendments.
HB 2055            RELATING  TO  DRIVING  UNDER  THE  INFLUENCE  OF INTOXICATING
                   LIQUOR.                                               TRN,JHA
                   Requires violators to pay a fine and specifies that the money
                   thus collected  will  be  used  to  purchase  law enforcement
                   equipment to assist in the prevention of drunk driving.
HB 2128            RELATING TO HIGHWAY SAFETY.                           TRN,JHA
                   Authorizes a  drug  or  alcohol  test  for habitually driving
                   under the influence of drugs or alcohol.  Authorizes use of a
                   preliminary alcohol screen  analysis in establishing probable
                   cause for a DUI arrest.
HB 2127            RELATING TO HIGHWAY SAFETY.                           TRN,JHA
                   Authorizes use of  a  blood  test  when  a police officer has
                   reason to believe an inhalant has been ingested.
HB 2090            RELATING TO IMPAIRED DRIVERS.                         TRN,JHA
                   Imposes upon health care  providers treating persons involved
                   in a motor vehicle collision  where  their blood or urine has
                   one or more drugs capable  of impairing a person's ability to
                   operate a vehicle in  a  careful  and prudent manner the same
                   requirements and protections that now exits for the treatment
                   of persons with alcohol in their blood.
HB 1976            RELATING TO HIGHWAY SAFETY.                           TRN,JHA
                   Establishes the offense of driving after ingestion of illegal
                   drugs for  persons  under  age  21;  provides  for penalties.
                   Establishes  implied  consent  provisions  for  driving  with
                   illegal drugs in a person's blood or urine.
HB 2053            RELATING TO UNAUTHORIZED CONTROL OF                  TRN, JHA
                   PROPELLED VEHICLE.
                   Expands statute to apply  where  a person recklessly (as well
                   as intentionally) exerts  unauthorized control over another's
                   vehicle.
HB 1892            RELATING TO HIGHWAYS.                                 TRN,JHA
                   Authorizes zipper lane use for emergency purposes.
HB 1899            RELATING TO THE STATEWIDE TRAFFIC CODE.               TRN,JHA
                   Requires  vehicles  approaching   a   crosswalk  from  either
                   direction to stop when a pedestrian has entered upon it.
