                                   RE: S.B. No. 2691

Honorable Norman Mizuguchi
President of the Senate
Twentieth State Legislature
Regular Session of 2000
State of Hawaii

Sir:

Your Committee on Ways and Means, to which was referred S.B.
No. 2691 entitled:

"A BILL FOR AN ACT RELATING TO THE JUDICIARY,"

begs leave to report as follows:

The purpose of this bill is to waive filing fees when
victims of crime seek civil enforcement of restitution.

Your Committee finds that this measure is needed to remove
unintended barriers toward a crime victim's recovery of
restitution.

As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
2691 and recommends that it pass Third Reading.
