Sir:

     Your Committee on Higher Education, to which was referred
H.B. No. 81 entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION FOR A
     NANOTECHNOLOGY CENTER,"

begs leave to report as follows:

     The purpose of this bill is to appropriate funds to
establish a nanotechnology center at the University Park at the
University of Hawaii at Hilo.

     Testimony in support of this bill was received from the
University of Hawaii at Hilo and the Mayor's Office of the County
of Hawaii.

     Your Committee recognizes that there is significant
potential for the proposed center to enhance the quality of life
of its communities through the development and commercialization
of nanotechnology opportunities and their application to
information and emerging technologies.

     As affirmed by the record of votes of the members of your
Committee on Higher Education that is attached to this report,
your Committee is in accord with the intent and purpose of H.B.
No. 81 and recommends that it be referred to the Committee on
