Sir:

     Your Committee on Economic Development and Business
Concerns, to which was referred H.B. No. 81 entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION FOR A
     NANOTECHNOLOGY CENTER,"

begs leave to report as follows:

     The purpose of this bill is to develop and commercialize
nanotechnology opportunities by appropriating funds to establish
a nanotechnology center in the University Park at the University
of Hawaii at Hilo.

     Testimony in support of this bill was received from the
University of Hawaii at Hilo and the County of Hawaii.

     Your Committee recognizes the significant economic potential
of supporting the development of a nanotechnology center in the
State as the center would help to attract scientific investment
and new technologies, and support the electronic, health care,
and manufacturing industries.

     As affirmed by the record of votes of the members of your
Committee on Economic Development and Business Concerns that is
attached to this report, your Committee is in accord with the
intent and purpose of H.B. No. 81 and recommends that it pass
Second Reading and be referred to the Committee on Higher
