Sir:

     Your Committee on Higher Education, to which was referred
H.B. No. 2815 entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION FOR KAUAI
     COMMUNITY COLLEGE,"

begs leave to report as follows:

     The purpose of this bill is to appropriate funds for two
full-time positions:

     (1)  One theater manager to supervise, coordinate, and
          participate in the overall process of technical
          production; and

     (2)  One theater technician II to maintain theater equipment
          and manage technical operations such as sound,
          lighting, and film projector operations,

to run the Kauai Community College's Performing Arts Center
(PAC).  

     Currently, PAC is staffed by volunteers who are not always
available or who do not have the technical training to operate
the equipment.  Full-time positions will increase public safety
and protect the State's investment in the facility.
 
     The University of Hawaii testified in support of this bill.

     As affirmed by the record of votes of the members of your
Committee on Higher Education that is attached to this report,
your Committee is in accord with the intent and purpose of H.B.
No. 2815 and recommends that it pass Second Reading and be
referred to the Committee on Finance.
