                    SENATE  RESOLUTION

  REQUESTING THE SENATE COMMITTEE ON GOVERNMENT OPERATIONS AND
    HOUSING TO REVIEW THE PROCUREMENT PROCESS FOR
    ARCHITECTURAL AND ENGINEERING SERVICES. 


 1        WHEREAS, awarding contracts relating to architectural and
 2   engineering services continues to present problems; and
 3   
 4        WHEREAS, the public is reacting to what appears to be the
 5   inappropriate awarding of contracts for architectural and
 6   engineering services; and
 7   
 8        WHEREAS, the Hawaii State Senate is very concerned that an
 9   appropriate solution be found for these problems relating to
10   this particular contracting process; and
11   
12        WHEREAS, the American Institute of Architects is willing
13   to work with the Senate to develop sound legislation; and
14   
15        WHEREAS, the Senate Committee on Government Operations and
16   Housing is responsible for State contracts; now, therefore,
17   
18        BE IT RESOLVED by the Senate of the Twentieth Legislature
19   of the State of Hawaii, Regular Session of 2000, that the
20   Senate Committee on Government Operations and Housing be
21   directed to develop appropriate legislation with the assistance
22   of the American Institute of Architects during the interim; and
23   
24        BE IT FURTHER RESOLVED that the Committee on Government
25   Operations and Housing report its findings and recommendations
26   to the Senate no later than twenty days prior to the convening
27   of the 2001 Regular Session; and
28   
29        BE IT FURTHER RESOLVED that certified copies of this
30   Resolution be transmitted to the President of the Senate and
31   the Chair of the Government Operations and Housing Committee.
