                    SENATE  CONCURRENT
                        RESOLUTION
  STRONGLY URGING THE UNITED STATES DEPARTMENT OF EDUCATION AND
    THE NATIONAL INSTITUTE OF MENTAL HEALTH TO ENGAGE IN A
    NATIONAL EXAMINATION OF THE APPROPRIATE USE OF PSYCHIATRIC
    DRUGS AS NECESSARY TO TREAT MENTAL ILLNESSES IN CHILDREN.



 1        WHEREAS, market forces do not guarantee the need for
 2   adequate testing of psychiatric drugs for treatment of mental
 3   illnesses in children; now, therefore,
 4   
 5        BE IT RESOLVED by the Senate of the Twentieth Legislature
 6   of the State of Hawaii, Regular Session of 2000, the House of
 7   Representatives concurring, that the United States Department
 8   of Education and the National Institute of Mental Health are
 9   strongly urged to engage in a national examination of the
10   appropriate use of psychiatric drugs as necessary to treat
11   mental illness in children; and
12   
13        BE IT FURTHER RESOLVED that the United States Department
14   of Education and the National Institute of Mental Health are
15   strongly urged to resist efforts to downgrade the
16   classification of Ritalin and other psychiatric drugs to a
17   lesser category; and
18   
19        BE IT FURTHER RESOLVED that certified copies of this
20   Concurrent Resolution be transmitted to the United States
21   Secretary of Education, the Director of the National Institute
22   of Mental Health, the Governor, the Director of Health, the
23   Superintendent of Education, and members of Hawaii's
24   congressional delegation.
