                     SENATE CONCURRENT
                        RESOLUTION
REQUESTING THE DEPARTMENT OF HEALTH TO WORK WITH SERVICE
   PROVIDERS AND THE DEPARTMENT OF LAND AND NATURAL RESOURCES
   TO DETERMINE A REASONABLE RENTAL FEE TO IMPROVE
   INFRASTRUCTURE ON THE WAIMANO TRAINING SCHOOL AND HOSPITAL
   GROUNDS.



 1       WHEREAS, with the closure of Waimano Training School and
 2   Hospital (Waimano) on June 30, 1999, the Department of Health
 3   (DOH) continued the same rental arrangements with adult day
 4   programs that provide services to persons with mental
 5   retardation and developmental disabilities (MR/DD) to use
 6   specified facilities for a nominal fee; and
 7   
 8       WHEREAS, the nominal fee has been used to upkeep and
 9   maintain the buildings that house these programs, such as Kokua
10   Mau Work Center, Home and Community-based Services, Manawa Lea
11   Health Services, Special Education Centers of Hawaii, and
12   Research Center of Hawaii; and
13   
14       WHEREAS, with the closure of Waimano in 1999, the
15   Department of Land and Natural Resources (DLNR) will become the
16   property manager of the Waimano grounds effective July 1, 2000;
17   and
18   
19       WHEREAS, recently, DLNR has proposed a rental fee to these
20   adult day programs to upgrade infrastructure, such as
21   maintenance to the water tank and repair of potholes in the
22   roads; and
23   
24       WHEREAS, the tenant providers of adult day programs, all of
25   which provide invaluable services, have expressed concerns that
26   the rental fees proposed by DLNR may run them out of business;
27   now, therefore,
28   
29       BE IT RESOLVED by the Senate of the Twentieth Legislature
30   of the State of Hawaii, Regular Session of 2000, the House of
31   Representatives concurring, that DOH work with DLNR to
32   determine a reasonable rental fee for the Waimano service
33   providers to improve infrastructure on the Waimano grounds; and

 1       BE IT FURTHER RESOLVED that DOH take the lead to facilitate
 2   discussions with DLNR for the various service providers, and
 3   other government agencies regarding the future use of the
 4   Waimano facility; and
 5   
 6       BE IT FURTHER RESOLVED that DOH submit a report of the
 7   actions taken pursuant to this request to the Legislature no
 8   later than twenty days prior to the convening of the Regular
 9   Session of 2001; and
10   
11       BE IT FURTHER RESOLVED that certified copies of this
12   Concurrent Resolution be transmitted to the Directors of Health
13   and Land and Natural Resources, and the Executive Directors of
14   Kokua Mau Work Center, Home and Community-based Services,
15   Manawa Lea Health Services, Special Education Centers of
16   Hawaii, and Research Center of Hawaii.
