                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING ALL EXECUTIVE DEPARTMENTS AND AGENCIES TO SUBMIT
    REPORTS TO THE LEGISLATURE ON-LINE AND REQUESTING THE
    DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES TO STUDY
    OTHER MEANS OF REDUCING PAPER USAGE.
 


 1        WHEREAS, the legislature each year requests executive
 2   departments and agencies to submit reports; and
 3   
 4        WHEREAS, executive departments and agencies may also be
 5   required by law to submit reports to the legislature; and
 6   
 7        WHEREAS, reports submitted on paper consume exorbitant and
 8   outrageous amounts of paper; and
 9   
10        WHEREAS, paper is produced from trees which are a precious
11   natural resource; and
12   
13        WHEREAS, the more paper that is used, the more trees it
14   takes to produce the paper, which ultimately causes the
15   depletion of forests; and
16   
17        WHEREAS, forests are now recognized by environmentalists
18   and ecologists to play a necessary and significant role in
19   maintaining a balanced ecosystem; and
20   
21        WHEREAS, a balanced ecosystem is necessary to preserve
22   plant life, which serves to preserve animal life, and all of
23   which preserves human life; and
24   
25        WHEREAS, in addition to providing shade for the earth and
26   its inhabitants, forests help control the increase of
27   greenhouse gases by consuming carbon dioxide in proportionate
28   amounts which helps prevent global warming which scientists
29   predict will one day cause the destruction of life on earth;
30   and
31   
32        WHEREAS, saving on paper usage translates indirectly into
33   saving life; and

 2        WHEREAS, instead of submitting reports on paper, state
 3   departments and agencies can submit reports to the legislature
 4   on-line; and
 5   
 6        WHEREAS, hard copy reports should be a thing of the past
 7   in this day of high technology which has created a paperless
 8   society; and
 9   
10        WHEREAS, the Department of Accounting and General Services
11   is charged with the responsibility to "establish, coordinate,
12   and manage a program to provide a means for public access to
13   public information and develop and operate an information
14   network", and to "improved data, voice, and video
15   communications in state government" (section 26-6, Hawaii
16   Revised Statutes); now, therefore,
17   
18        BE IT RESOLVED by the Senate of the Twentieth Legislature
19   of the State of Hawaii, Regular Session of 2000, the House of
20   Representatives concurring, that all executive departments and
21   agencies are requested to submit reports to the legislature on-
22   line; and
23   
24        BE IT FURTHER RESOLVED that the Department of Accounting
25   and General Services is requested to study other means of
26   reducing paper usage by state departments and agencies,
27   including the use of computer electronic mail; and
28   
29        BE IT FURTHER RESOLVED that the Department of Accounting
30   and General Services is requested to report its findings and
31   recommendations to the Legislature, and state departments and
32   agencies no later than December 1, 2000; and
33   
34        BE IT FURTHER RESOLVED that certified copies of this
35   Concurrent Resolution be transmitted to the Governor,
36   Comptroller, Chairperson of the Board of Agriculture, Attorney
37   General, Director of Finance, Director of Business, Economic
38   Development, and Tourism, Director of Commerce and Consumer
39   Affairs, Adjutant General, Chairperson of the Board of
40   Education, Superintendent of Education, Chairperson of the
41   Hawaiian Homes Commission, Director of Health, Director of
42   Human Resources Development, Director of Human Services,

 1   Director of Labor and Industrial Relations, Chairperson of the
 2   Board of Land and Natural Resources, Director of Public Safety,
 3   Director of Taxation, Director of Transportation, Chairperson
 4   of the Board of Regents, and President of the University of
 5   Hawaii, for transmission to their respective agencies.
