                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING A STATUS REPORT OF THE HONOLULU WATERFRONT MASTER
    PLAN. 


 1        WHEREAS, the Honolulu waterfront is a special public asset
 2   that serves as the State's principal harbor and provides
 3   boundless opportunity for economic development, public
 4   enjoyment, and civil identity; and
 5   
 6        WHEREAS, much planning and several major developments have
 7   already taken place in the waterfront area, albeit of an ad hoc
 8   nature; and
 9   
10        WHEREAS, the time is optimal for instituting a visionary
11   but pragmatic planning process to review past and proposed
12   projects and make recommendations for future development; and
13   
14        WHEREAS, ample developmental opportunities exist,
15   including transformation of the Keehi Lagoon area into a water-
16   sports center capable of handling world class events such as
17   America's Cup, and Olympic calibre events such as kayaking and
18   canoeing, as well as providing year round water recreational
19   pastimes for our residents; and
20   
21        WHEREAS, moving in the Diamond Head direction from Keehi
22   Lagoon, there remains much economic stimulus and development
23   potential in the reconfiguration of Honolulu harbor to meet the
24   needs of our commercial cruise, maritime, and fishing
25   industries, as well as our ship design and shipbuilding
26   capabilities; and
27   
28        WHEREAS, extending to the Fort Armstrong area, the State
29   has already developed much of the makai front into a Kakaako
30   Waterfront Park, with plans for a Children's Discovery and
31   Recreational Complex proceeding apace, and there is much
32   interest in augmenting this center with a Technology Expo
33   pavilion, where major adventures into space, the ocean depths,
34   and the virtual learning process can be highlighted; and
35   
36        WHEREAS, a Hawaiian Music Hall, featuring both traditional

 1   and contemporary music with surrounding arts and crafts, has
 2   been proposed for the Diamond Head-facing amphitheater site
 3   within the park; and
 4   
 5        WHEREAS, with these and other opportunities considered,
 6   there is ample room and reason for development of a Smart Park
 7   in this area as the nurturing ground for high technology
 8   industries whether in biotechnology, computer software, or
 9   various combinations thereof; and
10   
11        WHEREAS, before these new opportunities can prudently be
12   considered, an assessment of the status of the current
13   Waterfront Master Plan should be undertaken; and
14   
15        WHEREAS, the Office of Planning, Department of Business,
16   Economic Development, and Tourism, is authorized to engage in
17   planning activities in this makai oceanfront area; now,
18   therefore,
19   
20        BE IT RESOLVED by the Senate of the Twentieth Legislature
21   of the State of Hawaii, Regular Session of 2000, the House of
22   Representatives concurring, that the Office of Planning is
23   requested to report on the status of the 1989 Honolulu
24   Waterfront Master Plan, with the assistance of the Hawaii
25   Community Development Authority and other agencies as warranted
26   in the review process; and
27   
28        BE IT FURTHER RESOLVED that this status report be
29   transmitted to the Legislature twenty days prior to the
30   convening of the 2001 legislative session; and
31   
32        BE IT FURTHER RESOLVED that certified copies of this
33   Concurrent Resolution be transmitted to the the Director of
34   Business, Economic Development, and Tourism, Director of the
35   Office of Planning, and Executive Director of the Hawaii
36   Community Development Authority.
