                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE PUBLIC UTILITIES COMMISSION TO COLLABORATE WITH
    ELECTRICAL SERVICE PROVIDERS AND ASSESS NET ENERGY
    METERING. 


 1        WHEREAS, the Legislature finds that a program to provide
 2   net energy metering for eligible customer-generators may
 3   encourage private investment in renewable resources, stimulate
 4   the State's economic growth, enhance the diversification of the
 5   State's energy sources, and reduce costs for electric service
 6   providers; and
 7   
 8        WHEREAS, an "eligible customer-generator" is a customer of
 9   an electric service provider who, uses a solar-electric
10   generating facility with a capacity of not more than two
11   hundred-fifty kilowatts that is located on the customer's
12   premises, is interconnected and operates in parallel with the
13   electric grid, and is intended to offset part or all of the
14   customer's electrical requirements; and
15   
16        WHEREAS, "net energy metering" refers to the difference
17   between the electricity supplied to a customer and the
18   electricity generated and fed back to the electric grid by the
19   customer over an annual billing period; now, therefore,
20   
21        BE IT RESOLVED by the Senate of the Twentieth Legislature
22   of the State of Hawaii, Regular Session of 2000, the House of
23   Representatives concurring, that the Public Utilities
24   Commission is requested to collaborate with every electric
25   service provider located in the State and assess the
26   feasibility and utility of a net energy metering program; and
27   
28        BE IT FURTHER RESOLVED that the Public Utilities
29   Commission is requested to report its findings and
30   recommendations to the Legislature no later than twenty days
31   prior to the convening of the Regular Session of 2001; and
32   
33        BE IT FURTHER RESOLVED that certified copies of this
34   Concurrent Resolution be transmitted to the Chair of the Public
35   Utilities Commission, AES Hawaii, Inc., Hawaiian Electric
