                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF EDUCATION AND THE ATHLETIC
    DIRECTORS AND COACHES ASSOCIATION TO DEVELOP A PROPOSED
    COMPENSATION SCHEDULE FOR HIGH SCHOOL COACHES. 


 1        WHEREAS, coaches of high school sports teams provide the
 2   kind of guidance to students that cannot be provided in the
 3   classroom; and
 4   
 5        WHEREAS, however, according to the Department of
 6   Education, in most situations coaches are not compensated
 7   adequately; and
 8   
 9        WHEREAS, in years past, the majority of coaches had
10   teaching degrees, but today, coaches who are certificated
11   teachers are in the minority due to the low compensation rate;
12   and
13   
14        WHEREAS, various ideas have been suggested for raising the
15   compensation of coaches; and
16   
17        WHEREAS, one idea is to tie coaches' salaries to the
18   teachers' collective bargaining agreement, but under that plan
19   an additional $6,000,000 to $8,000,000 would be needed, and
20   coaches who are not certified teachers would be compensated at
21   the same rate as coaches who are certified as teachers; and
22   
23        WHEREAS, another idea is to establish a differential
24   compensation for coaches who are certified teachers and coaches
25   who are not certified teachers; and
26   
27        WHEREAS, there may be other ideas to fairly and equitably
28   address the problem of low coaches' compensation; now,
29   therefore,
30   
31        BE IT RESOLVED by the Senate of the Twentieth Legislature
32   of the State of Hawaii, Regular Session of 2000, the House of
33   Representatives concurring, that the Department of Education
34   and the Athletic Directors and Coaches Association are
35   requested to develop a proposed compensation schedule for high

 1   school coaches; and
 2   
 3        BE IT FURTHER RESOLVED that the Superintendent of
 4   Education submit to the Legislature, no later than twenty days
 5   prior to the convening of the Regular Session of 2000, the
 6   proposed compensation schedule for high school coaches; and
 7   
 8        BE IT FURTHER RESOLVED that certified copies of this
 9   Concurrent Resolution be transmitted to the Chairperson of the
10   Board of Education, the Superintendent of Education, and the
11   President of the Athletic Directors and Coaches Association.
