                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR STATEWIDE PRENATAL OUTREACH.


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that, as the self-
 
 2 proclaimed "health state", there is a need to increase awareness
 
 3 and counseling on the importance of prenatal care, particularly
 
 4 in rural areas.  To this end, the legislature believes that a
 
 5 statewide prenatal educational awareness program that utilizes
 
 6 volunteers is essential in reducing the incidence of low birth
 
 7 weight, birth defects, and infant mortality.
 
 8      The purpose of this Act is to appropriate funds to establish
 
 9 a statewide program within the department of health's maternal
 
10 and child health branch to administer prenatal outreach programs.
 
11      SECTION 2.  There is appropriated out of the general
 
12 revenues of the State of Hawaii the sum of $150,000, or so much
 
13 thereof as may be necessary for fiscal year 2000-2001, to be
 
14 matched by private sector contributions, for the purpose of
 
15 establishing a statewide program within the department of
 
16 health's maternal and child health branch to administer prenatal
 
17 outreach programs; provided that the programs shall be volunteer-
 
18 based and conducted by the private nonprofit sector in
 
19 collaboration with the department of health; provided further
 
20 that the collaboration shall be based on a broad public and

 1 private partnership.
 
 2      SECTION 3.  The sum appropriated shall be expended by the
 
 3 department of health for the purposes of this Act.
 
 4      SECTION 4.  This Act shall take effect on July 1, 2000.
