DESCRIPTION:
Appropriates $36,700,000 from GO bonds for capital improvements
to schools and Hawaiian homestead homes in the 21st Senatorial
District; installing ventilation & fire suppressant systems, air
conditioning systems; constructing a media center; constructing a

                   A  BILL  FOR  AN  ACT

CAPITAL IMPROVEMENT PROJECTS FOR THE TWENTY-FIRST SENATORIAL
   DISTRICT. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the people of Hawaii
 
 2 are concerned about the quality of public education for children
 
 3 and the preservation of the environment.  Even in these times of
 
 4 budgetary limitations, the betterment of public education and the
 
 5 environment remains the legislature's priority.  The legislature
 
 6 further finds that the quality of a school's facilities is
 
 7 related to the ability to promote greater student achievements
 
 8 and accomplishments.  
 
 9      The legislature further finds that an uncomfortable
 
10 environment is a distraction to the learning process.  Due to the
 
11 lack of tradewinds and high temperatures, the environment in
 
12 leeward Oahu is particularly uncomfortable. 
 
13      Additionally, many of the schools in the twenty-first
 
14 senatorial district have inadequate electrical power, making
 
15 technological equipment impossible to use.
 
16      The purpose of this Act is to improve this State's public
 
17 school facilities and to preserve the environment by
 
18 appropriating general obligation bond funds for improvements to
 
19 schools and the environment in the twenty-first senatorial

 1 district.
 
 2      SECTION 2.  The director of finance is authorized to issue
 
 3 general obligation bonds in the sum of $36,700,000 or so much
 
 4 thereof as may be necessary, for fiscal year 1999-2000, and the
 
 5 same sum, or so much thereof as may be necessary, is appropriated
 
 6 or authorized for fiscal year 1999-2000 for the purpose of
 
 7 improving facilities of public schools and the Waianae and
 
 8 Nanakuli Hawaiian Homestead Homes set forth below in the
 
 9 Twenty-First Senatorial District.
 
10      (1)  Nanakuli High and Intermediate School Home Economics
 
11           and Food Food Service Programs - Install ventilation
 
12           and fire suppressant capabilities for all appliances
 
13           used by the programs for compliance with fire and other
 
14           applicable codes.
 
15                     Design                            $6,000
 
16                     Construction                     $40,000
 
17      (2)  Nanakuli High and Intermediate School - Provide
 
18           sidewalk, lights and lockable gate to the
 
19           pedestrian exit gate to Haleakala Avenue, which is
 
20           in compliance with all building codes, The
 
21           Americans With Disability Act, and other
 
22           applicable codes.

 3           recommendations concerning the cost to correct or
 
 4           mitigate the environmental problems of heat, dust,
 
 5           odor, and vectors, including air conditioning,
 
 6           relocation, or acquiring adjacent lands for
 
 7           playground and community gathering purposes.

 2           and/or central conditioning systems, additional
 
 3           electrical power, insulation, and other appurtenances
 
 4           which may be required to effectuate the capabilities
 
 5           installed and for using all equipment needed for the
 
 6           learning process.

 9           additional classrooms to enable school to function
 
10           as a single track, year round school.

 9      SECTION 3.  The sum appropriated shall be expended by the
 
10 department of accounting and general services for the purposes of
 
11 this Act, except the sum appropriated for the Waianae and
 
12 Nanakuli Hawaiian Homestead Homes project shall be expended by
 
13 the department of Hawaiian home lands.
 
14      SECTION 4.  The appropriations made for capital improvement
 
15 projects authorized in this Act shall not lapse at the end of the
 
16 fiscal biennium for which the appropriation is made; provided
 
17 that all appropriations which are unencumbered as of June 30,
 
18 2002, shall lapse as of that date
 
19      SECTION 5.  This Act shall take effect on July 1, 1999.
