                     HOUSE  CONCURRENT
                        RESOLUTION

  ESTABLISHING A CITY, STATE, AND COMMUNITY TASK FORCE TO DEVELOP
    A MASTER PLAN FOR IMPROVEMENTS TO ROOSEVELT HIGH SCHOOL
    COMPLEX.


 1        WHEREAS, the State and City and County of Honolulu are
 2   engaged in efforts to improve conditions in our community on an
 3   on-going basis; and
 4   
 5        WHEREAS, improvements such as the Ala Wai Canal Watershed
 6   Improvement Project (Project) are intended to revitalize the
 7   health of the Ala Wai Canal Watershed; and
 8   
 9        WHEREAS, the Project includes all of the areas from the
10   top of the Koolau Mountains above Tantalus, Manoa, Palolo, and
11   St. Louis Heights makai to the ocean; and 
12   
13        WHEREAS, the restoration of water quality in the Ala Wai
14   Canal and its tributary streams in Makiki, Manoa, and Palolo,
15   will greatly enhance the enjoyment of the Watershed and the
16   streams by residents and visitors alike; and
17   
18        WHEREAS, the Project includes beautification projects
19   involving Kanaha Stream, Makiki Stream, and other projects in
20   the Tantalus area; and 
21   
22        WHEREAS, Roosevelt High School, Lincoln Elementary, and
23   Stevenson Middle School share adjoining campuses which could
24   greatly benefit from planned improvements to their school
25   facilities, recreational/sports areas, and environmental
26   projects; and
27   
28        WHEREAS, the Roosevelt gymnasium is old and undersized for
29   use as a regulation high school basketball court; and
30   
31        WHEREAS, the Roosevelt stadium/locker room/shower
32   facilities, including restrooms, are inadequate for use as a
33   home field for high school football; and
34   
35        WHEREAS, users of the Roosevelt, Lincoln, and Stevenson
36   facilities would benefit immensely from improvements made to

 1   the Roosevelt Sports/Recreation Complex and its adjoining
 2   educational facilities; now, therefore,
 3   
 4        BE IT RESOLVED by the House of Representatives of the
 5   Twentieth Legislature of the State of Hawaii, Regular Session
 6   of 2000, the Senate concurring, that the Superintendent of
 7   Education and the Mayor of the City and County of Honolulu are
 8   requested to convene a joint state and county task force to
 9   develop a master plan for improvements to the Roosevelt
10   Sports/Recreational Complex adjoining the Lincoln, Stevenson,
11   and Roosevelt campuses; and 
12   
13        BE IT FURTHER RESOLVED that the task force is requested to
14   include:
15   
16        (1)  Representatives of the Senatorial and House of
17             Representatives Districts that send students to
18             schools in the Roosevelt complex;
19   
20        (2)  The office of the City Council members representing
21             the surrounding area;
22   
23        (3)  The Stevenson Field and Makiki District Park
24             Director;
25   
26        (4)  Representatives of Roosevelt, Lincoln, and Stevenson
27             Schools, including administration, faculty, and
28             staff;
29   
30        (5)  Members of the Roosevelt, Lincoln, and Stevenson
31             APTs;
32   
33        (6)  Representatives from sports programs that are
34             authorized to use the Roosevelt athletic field,
35             gymnasium, and Stevenson campus;
36   
37        (7)  Representatives of the Roosevelt Band Boosters
38             program;
39   
40        (8)  Representatives of Roosevelt's Carter Auditorium user
41             community;

 1        (9)  Members of the Makiki and Manoa Neighborhood Boards;
 2   
 3       (10)  The Comptroller or the Comptroller's designee;
 4   
 5       (11)  The Assistant Superintendent of the Department of
 6             Education's Office of Business Services or the
 7             Assistant Superintendent's designee; and
 8   
 9       (12)  The District Superintendent of the Honolulu District
10             Office of the Department of Education or the District
11             Superintendent's designee;
12   
13   and
14   
15        BE IT FURTHER RESOLVED that the task force is requested to
16   include in its master plan an identification of areas in need
17   of improvement, addressing specifically, the Roosevelt
18   gymnasium and field, Stevenson field, the parking lots,
19   lighting system for the entire area, playground equipment,
20   estimated costs, and an indication of the priority to be given
21   to each area in need of improvement; and
22   
23        BE IT FURTHER RESOLVED that the task force is requested to
24   submit its findings and recommendations, including any proposed
25   legislation, to the Legislature no later than twenty days
26   before the convening of the Regular Session of 2001; and
27   
28        BE IT FURTHER RESOLVED that certified copies of this
29   Concurrent Resolution be transmitted to the Superintendent of
30   Education; the Mayor and the Chairperson of the Council of the
31   City and County of Honolulu; the Department of Accounting and
32   General Services; the Makiki and Manoa Neighborhood Boards; the
33   Makiki District Park Director; the appropriate representatives
34   of Roosevelt High School, Lincoln Elementary School, and
35   Stevenson Middle School; and the Presidents of the Roosevelt,
36   Lincoln, and Stevenson APTs.
