                     HOUSE CONCURRENT
                        RESOLUTION

REQUESTING A TASK FORCE BE CONVENED TO ASSIST THE OFFICE OF
   INFORMATION PRACTICES ANALYZE HEALTH CARE INFORMATION ISSUES
   AND IMPLEMENT THE REQUIREMENTS OF CHAPTER 323C, HAWAII
   REVISED STATUTES.



 1       WHEREAS, Act 87, Session Laws of Hawaii, 1999,  now
 2   codified as chapter 323C, Hawaii Revised Statutes (HRS),
 3   provided for the comprehensive regulation of the handling and
 4   disclosure of medical records; and
 5   
 6       WHEREAS, Section 5 of Act 87 requires the Office of
 7   Information Practices (OIP) to draft rules required by the Act;
 8   and
 9   
10       WHEREAS, the OIP has been meeting with health care industry
11   representatives and other interested parties to obtain their
12   valuable input for the rule drafting process; and
13   
14       WHEREAS, the knowledge of the health care community and
15   other interested parties will be invaluable to the OIP in
16   analyzing health care information issues and in drafting the
17   rules required by Act 87; now, therefore,
18   
19       BE IT RESOLVED by the House of Representatives of the
20   Twentieth Legislature of the State of Hawaii, Regular Session
21   of 2000, the Senate concurring, that the OIP is requested to
22   convene a task force to provide assistance to the OIP in
23   analyzing health care information issues, in implementing the
24   requirements of chapter 323C, HRS; and
25   
26       BE IT FURTHER RESOLVED that the Director of the OIP is to
27   chair the task force; and
28   
29       BE IT FURTHER RESOLVED that as a means of providing
30   valuable assistance and input from all concerned parties,
31   members of the task force include:

 1       (1)  Participants in any prior task force that studied the
 2            issue of health care information privacy;
 3   
 4       (2)  Interested members of the community; and
 5   
 6       (3)  Health care organizations;
 7   
 8   and
 9   
10       BE IT FURTHER RESOLVED that a certified copy of this
11   Concurrent Resolution be transmitted to the Director of the
12   OIP.
