                     HOUSE CONCURRENT
                        RESOLUTION
SUPPORTING LEGISLATIVE INITIATIVES TO MITIGATE ECONOMIC
   COMPETITION AMONG STATES THAT HAS RESULTED FROM THE ADOPTION
   OF TARGETED BUSINESS INCENTIVE PROGRAMS.



 1       WHEREAS, targeted business incentive programs have
 2   proliferated and now form the cornerstone of state-sponsored
 3   "economic development" policies; and 
 4   
 5       WHEREAS, however beneficial these programs may be, they
 6   have also resulted in counterproductive economic competition by
 7   moving businesses from one location to another, both within and
 8   between states, and have resulted in no significant aggregate
 9   economic benefit; and 
10   
11       WHEREAS, America's future in the global economy depends
12   upon educational, industrial, technological, and research
13   resources existing throughout the entire fifty states; and 
14   
15       WHEREAS, the elimination of wasteful programs can be
16   achieved through a combination of new state and federal
17   policies; and 
18   
19       WHEREAS, the effects of the exemption of professional
20   baseball from federal antitrust laws exemplify the economic
21   inefficiency and wasteful uses of public resources that result
22   from targeted incentives; and
23   
24       WHEREAS, states would be collectively better off providing
25   a less burdensome tax climate for all businesses, a quality
26   educational system geared toward providing a competently
27   trained and ready work force, support for research and
28   development, and a quality transportation system, as well as
29   other high quality traditional government services; and 
30   
31       WHEREAS, efforts are underway in Congress to identify and
32   eliminate federally-funded programs that are used by the states
33   to escalate this counterproductive economic competition; now,
34   therefore,

 1       BE IT RESOLVED by the House of Representatives of the
 2   Twentieth Legislature of the State of Hawaii, Regular Session
 3   of 2000, the Senate concurring, that Hawaii's Congressional
 4   Delegation is urged to support legislative efforts in Congress
 5   to mitigate economic competition that results from targeted
 6   business incentive programs; and 
 7   
 8       BE IT FURTHER RESOLVED that the governors and legislatures
 9   in the other states are respectfully urged to support efforts
10   to mitigate economic competition that results from targeted
11   business incentive programs; and
12   
13       BE IT FURTHER RESOLVED that certified copies of this
14   Concurrent Resolution be transmitted to the President of the
15   United States Senate, the Speaker of the United States House of
16   Representatives, and the governors and the presiding officers
17   of the legislatures of each of the other states in the Union,
18   and Hawaii's senators and representatives in Congress.
