                     HOUSE  CONCURRENT
                        RESOLUTION

  REQUESTING THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY TO
    PROVIDE A STATUS REPORT ON THE RELOCATION OF THE CITY AND
    COUNTY OF HONOLULU'S BASEYARD FACILITIES FROM THE KAKAAKO
    MAKAI AREA.
 


 1        WHEREAS, in December 1986, the City proposed relocating
 2   its baseyard facilities from Kakaako Makai to Sand Island; and
 3   
 4        WHEREAS, in June 1992, the Governor of the State of Hawaii
 5   signed Executive Order No. 3556, which authorized the City to
 6   use twenty-six acres of land at Sand Island for relocation of
 7   its baseyards from Kakaako Makai, subject to the City
 8   completing its relocation from Kakaako Makai within two years;
 9   and
10   
11        WHEREAS, between 1994 and 1996, despite the City's failure
12   to relocate its facilities within the two-year period, the
13   State provided the City with an opportunity to enter into a
14   letter of agreement that would begin a planned phase-out of its
15   Kakaako facilities to Sand Island; and
16   
17        WHEREAS, by 1996, it was apparent that an agreement would
18   not be reached; and
19   
20        WHEREAS, in March 1997, since the City could not fulfill
21   its commitment to relocate, the State of Hawaii Board of Land
22   and Natural Resources authorized the cancellation of Executive
23   Order No. 3556, thereby withdrawing the twenty-six-acre
24   relocation site at Sand Island; and
25   
26        WHEREAS, in October 1997, the City vacated two of the
27   sites in Kakaako Makai on which its baseyards were relocated
28   (totaling approximately three acres); and
29   
30        WHEREAS, the City is in the process of completing its
31   relocation from the remaining eleven acres in Kakaako on which
32   its baseyard facilities are located; and

 1        WHEREAS, the Legislature is concerned that the relocation
 2   will be completed in a timely manner, to allow for the
 3   redevelopment of this vital waterfront area as a unique
 4   gathering place for Hawaii's residents and a center of economic
 5   activity; now, therefore,
 6   
 7        BE IT RESOLVED by the House of Representatives of the
 8   Twentieth Legislature of the State of Hawaii, Regular Session
 9   of 2000, the Senate concurring, that the Hawaii Community
10   Development Authority is requested to provide a status report
11   on the relocation of the City's baseyard facilities from
12   Kakaako; and
13   
14        BE IT FURTHER RESOLVED that certified copies of this
15   Concurrent Resolution be transmitted to the Executive Director
16   of the Hawaii Community Development Authority, the Mayor of the
17   City and County of Honolulu, and the Directors of the City
18   Departments of Design and Construction, Environmental Services,
19   Facility Maintenance, and Transportation Services.
