                     HOUSE  CONCURRENT
                        RESOLUTION

REQUESTING THE DEVELOPMENT OF A PLAN FOR THE CONVERSION OF
   WASHINGTON PLACE INTO A MUSEUM.



 1       WHEREAS, in 1846, Captain John Dominis constructed a
 2   stately manor near the grounds of Iolani Palace, which would
 3   later come to be known as Washington Place; and
 4   
 5       WHEREAS, Washington Place became the home of Queen
 6   Liliuokalani, the last reigning monarch of the Hawaiian
 7   Islands, whose grace, spirit, and love for all personified the
 8   concept of "aloha"; and
 9   
10       WHEREAS, Washington Place currently houses many of Queen
11   Liliuokalani's personal effects, including a wristlet made of
12   her hanai father's hair and her famous Fisher piano; and
13   
14       WHEREAS, it is only fitting that this structure, with its
15   cultural and historical significance and its deep-rooted ties
16   to Queen Liliuokalani, be converted into a museum dedicated to
17   the memory of, and contributions made by, Queen Liliuokalani;
18   now, therefore,
19   
20       BE IT RESOLVED by the House of Representatives of the
21   Twentieth Legislature of the State of Hawaii, Regular Session
22   of 2000, the Senate concurring, that the Office of the
23   Governor, the Department of Accounting and General Services,
24   the Friends of Iolani Palace, and the Queen Liliuokalani Trust
25   develop a plan for the conversion of Washington Place into a
26   museum dedicated to the memory and contributions of Queen
27   Liliuokalani; and
28   
29       BE IT FURTHER RESOLVED that the plan include:
30   
31       (1)  A preliminary design and associated costs related to
32            the conversion;
33   
34       (2)  Identification of likely private matching funds to
35            assist in the conversion;

 1       (3)  Identification of an appropriate department, agency,
 2            or organization to administer and manage the museum;
 3            and 
 4   
 5       (4)  Recommendations regarding a new executive residence
 6            that can be ready for occupancy by the end of 2002;
 7   
 8   and
 9   
10       BE IT FURTHER RESOLVED that the Office of the Governor, the
11   Department of Accounting and General Services, the Friends of
12   Iolani Palace, and the Queen Liliuokalani Trust submit:
13   
14       (1)  A preliminary report of the plan, including findings
15            and recommendations, to the Legislature no later than
16            twenty days prior to the convening of the Regular
17            Session of 2001; and
18   
19       (2)  A final report of the plan, including findings and
20            recommendations, to the Legislature no later than
21            twenty days prior to the convening of the Regular
22            Session of 2002;
23   
24   and
25   
26       BE IT FURTHER RESOLVED that certified copies of this
27   Concurrent Resolution be transmitted to the Governor, the
28   Comptroller, the Executive Director of the Friends of Iolani
29   Palace, and the Executive Director of the Queen Liliuokalani
30   Trust.
