                     HOUSE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF TRANSPORTATION AND THE DEPARTMENT
    OF TRANSPORTATION SERVICES OF THE CITY AND COUNTY OF
    HONOLULU TO STUDY TRAFFIC PATTERNS AT THE JUNCTION OF
    LOWER KAIMUKI, KAPAHULU, MOILIILI, KAPIOLANI BOULEVARD,
    ST. LOUIS HEIGHTS, AND UNIVERSITY OF HAWAII.



 1        WHEREAS, the Legislature recognizes that there are
 2   transportation problems at the junction of lower Kaimuki,
 3   Kapahulu, Moiliili, Kapiolani Boulevard, St. Louis Heights, and
 4   University of Hawaii, stemming from decades of additions to
 5   transportation patterns without a comprehensive review; and
 6   
 7        WHEREAS, there has been no major redesign of the traffic
 8   patterns in Kaimuki since the H-1 highway was constructed,
 9   resulting in one-way streets that clog easily and highway
10   access points that do not maximize use of feeder streets; and
11   
12        WHEREAS, with the establishment of Kapiolani Community
13   College as a major destination area on the back slope of
14   Diamond Head, 6th Avenue has been transformed from a quiet,
15   residential street to a major thoroughfare to access the H-1
16   highway; and
17   
18        WHEREAS, there has been a significant increase in tour bus
19   traffic out of Waikiki into this area; and
20   
21        WHEREAS, there has been a significant increase in the use
22   of Kapahulu Avenue as a high-speed access artery to Waikiki and
23   to Ala Moana Boulevard; and
24   
25        WHEREAS, the design of Old Waialae Road is extremely
26   dangerous, resulting in at least three deaths within the last
27   ten years; and
28   
29        WHEREAS, there is an awkward, congested, and potentially
30   dangerous exit from the University of Hawaii's lower campus to
31   Old Waialae Road and the H-1 highway; and

 1        WHEREAS, there is a congested and potentially dangerous
 2   situation at Waialae Avenue and St. Louis Drive, which is now
 3   being used as an alternate route to the University of Hawaii at
 4   Manoa; and
 5   
 6        WHEREAS, the ingress and egress from the St. Louis-
 7   Chaminade complex is extremely congested; and
 8   
 9        WHEREAS, the crossover pattern from the H-1 highway off-
10   ramp to King Street is confusing and dangerous because of the
11   speed of the vehicles exiting the highway; and
12   
13        WHEREAS, with progress being made on the Kaimuki and
14   Kapahulu master plans, it is appropriate to review and
15   reexamine the traffic and transportation patterns brought on by
16   the H-1 highway, increases in the University of Hawaii at Manoa
17   and Kapiolani Community College enrollments, increases in
18   business traffic brought on by economic revitalization, and
19   changes in Waikiki; now, therefore,
20   
21        BE IT RESOLVED by the House of Representatives of the
22   Twentieth Legislature of the State of Hawaii, Regular Session
23   of 2000, the Senate concurring, that the Department of
24   Transportation, with the invited assistance of the Department
25   of Transportation Services of the City and County of Honolulu,
26   is requested to conduct a study of the traffic patterns and
27   problems at the junction of lower Kaimuki, Kapahulu, Moiliili,
28   Kapiolani Boulevard, St. Louis Heights, and University of
29   Hawaii, with a view toward improving safety, efficient traffic
30   movement, and the natural beauty of the area; and
31   
32        BE IT FURTHER RESOLVED that the Department of
33   Transportation and the Department of Transportation Services of
34   the City and County of Honolulu are requested to study methods
35   to transform unsafe traffic patterns, reduce bottlenecks,
36   enhance the vitality of the area with re-planning of highway
37   junctions with compatible and useful amenities, and investigate
38   inter-governmental options that can contribute to an integrated
39   development of transportation and community facilities; and
40   
41        BE IT FURTHER RESOLVED that the Department of
42   Transportation is requested to report findings and
43   recommendations, including necessary proposed legislation, to
44   the Legislature twenty days prior to the convening of the
45   Regular Session of 2001; and

 1        BE IT FURTHER RESOLVED that certified copies of this
 2   Concurrent Resolution be transmitted to the Governor, the
 3   Director of Transportation, and the Mayor and the Director of
 4   Transportation Services of the City and County of Honolulu.
