                     HOUSE CONCURRENT
                        RESOLUTION
  REQUESTING THE PUBLIC UTILITIES COMMISSION TO OPEN A NEW DOCKET
  ON DEMAND SIDE MANAGEMENT.



 1       WHEREAS, Demand Side Management (DSM) is clearly in the
 2   public interest;  and
 3   
 4       WHEREAS, the Office of the Consumer Advocate web page
 5   states:  "In most instances, it will be less expensive to
 6   implement DSM programs to defer or delay generation additions.
 7   An example of DSM is rebates offered by electric companies to
 8   encourage the installation of solar water heating by
 9   residential customers.  By reducing the customers' consumption
10   of electricity generated by the electric utility company, the
11   need for the next generating unit will be deferred";  and
12   
13       WHEREAS, the Department of Business, Economic Development
14   and Tourism web page states:  "DSM programs offer clear
15   benefits to stakeholders...These benefits include reduction of
16   costs to customers, supplying electric services without
17   regulatory risks, pushing new generation capacity further into
18   the future, avoiding the risks of new power plant construction,
19   and reducing environmental impacts";  and
20   
21       WHEREAS, increasing the amount of DSM will lead to enormous
22   savings to the residents of Hawaii;  and
23   
24       WHEREAS, competitive bidding for DSM proposals will lower
25   the cost to implement such programs and lead to innovative
26   solutions for the New Economy;  and
27   
28       WHEREAS, the Public Utilities Commission is reviewing ways
29   competition can be utilized to reduce costs to consumers;  and
30   
31       WHEREAS, it is anticipated that the Hawaiian Electric
32   Company will cut their DSM program in April 2000;  and
33   
34       WHEREAS, the existing Public Utilities Commission docket on
35   DSM is six years old, which prevents currently concerned
36   individuals and organizations from effectively participating;
37   now, therefore,

 1       BE IT RESOLVED by the House of Representatives of the
 2   Twentieth Legislature of the State of Hawaii, Regular Session
 3   of 2000, the Senate concurring, that the Public Utilities
 4   Commission is requested to open a new docket on DSM;  and
 5   
 6       BE IT FURTHER RESOLVED that the docket shall analyze
 7   transparent, streamlined ways DSM can be put out for
 8   competitive bidding;  and
 9   
10       BE IT FURTHER RESOLVED that the Public Utilities Commission
11   is requested to submit a report on status of this request and
12   any findings and recommendations to the State Legislature no
13   later than twenty calendar days prior to the convening of the
14   2001 Regular Session;  and
15   
16       BE IT FURTHER RESOLVED that certified copies of this
17   Resolution be transmitted to the Public Utilities Commission,
18   the Consumer Advocate, Hawaiian Electric Company, Kauai
19   Electric, all independent power producers in the State, Hawaii
20   Renewable Energy Alliance, Life of the Land, and the Sierra
21   Club, Hawaii Chapter.
