                     HOUSE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF EDUCATION AND THE HOUSING AND
    COMMUNITY DEVELOPMENT CORPORATION OF HAWAII TO CONSIDER
    CONVERTING VACANT TEACHER COTTAGES ON OR IMMEDIATELY
    ADJACENT TO SCHOOL CAMPUSES INTO CUSTODIAN COTTAGES.



 1        WHEREAS, the Housing and Community Development Corporation
 2   of Hawaii maintains teacher cottages on or immediately adjacent
 3   to the following school campuses:
 4   
 5        (1)  Kau High and Pahala Elementary School - four units;
 6   
 7        (2)  Waimea Elementary and Intermediate School - six
 8             units, with four additional units to be built;
 9   
10        (3)  Halaula Annex (to Kohala High and Intermediate
11             School) - nine units;
12   
13        (4)  Hana High and Elementary School - one unit; and
14   
15        (5)  Lanai High and Elementary School - nine units, with
16             four additional units to be built;
17   and
18   
19        WHEREAS, while the Department of Education continues to
20   provide for live-in custodians at some of its schools, the
21   Board of Education's policy on custodian cottages will
22   eventually result in the condemnation of all these cottages and
23   the eviction of their tenants when the cost of repairing and
24   maintaining these cottages exceeds two years' worth of rent.
25   Because these cottages are not being replaced, the number of
26   schools with live-in custodians is decreasing; and
27   
28        WHEREAS, although a study conducted many years ago by the
29   staff of the Department of Education found that the presence of
30   a live-in (i.e., on campus) custodian did not appreciably
31   reduce the prevalence of property crime and vandalism at the

 1   live-in custodian's school, it should be noted that the
 2   Department of Land and Natural Resources continues to provide
 3   for live-in park caretakers or conservation and resources (law)
 4   enforcement officers at some of its state parks; and
 5   
 6        WHEREAS, converting vacant teacher cottages on or
 7   immediately adjacent to school campuses into custodian cottages
 8   would create rental income for the Housing and Community
 9   Development Corporation of Hawaii and provide the Department of
10   Education with a modicum of after-hours security at these
11   schools to deter trespassing and loitering; now, therefore,
12   
13        BE IT RESOLVED by the House of Representatives of the
14   Twentieth Legislature of the State of Hawaii, Regular Session
15   of 2000, the Senate concurring, that the Department of
16   Education and the Housing and Community Development Corporation
17   of Hawaii are requested to consider converting vacant teacher
18   cottages on or immediately adjacent to school campuses into
19   custodian cottages; and
20   
21        BE IT FURTHER RESOLVED that the Board of Education is
22   requested to also consider replacing old custodian cottages and
23   constructing new custodian cottages to provide each public
24   school in the State with at least one live-in custodian; and
25   
26        BE IT FURTHER RESOLVED that certified copies of this
27   Concurrent Resolution be transmitted to the Chairperson of the
28   Board of Education, the Superintendent of Education, the
29   Chairperson of the Board of Directors of the Housing and
30   Community Development Corporation of Hawaii, and the Executive
31   Director of the Housing and Community Development Corporation
32   of Hawaii.
