                     HOUSE CONCURRENT
                        RESOLUTION
REQUESTING LEGISLATORS TO FOSTER COMMUNITY SUPPORT OF PUBLIC
   SCHOOLS.



 1       WHEREAS, education is the top priority of the State; and
 2   
 3       WHEREAS, education of a child is the responsibility of the
 4   entire community; and
 5   
 6       WHEREAS, legislators have been elected by their
 7   constituents to represent their communities, but also to be
 8   influential leaders within their communities and our State; and
 9   
10       WHEREAS, legislators should show concern for their young
11   constituents by assuming a consistent and supportive leadership
12   role that fosters the educational partnership between school
13   and community; and
14   
15       WHEREAS, legislators have many personal contacts with
16   businesses and other stakeholders within the community and
17   these contacts should be encouraged to provide support for
18   their communities' schools; and
19   
20       WHEREAS, legislators, businesses, and other stakeholders
21   within the community need to establish solid relationships with
22   their schools to:
23   
24       (1)  Develop empathy for the special needs and concerns of
25            the schools;
26   
27       (2)  Understand the issues unique to each school;
28   
29       (3)  Assume responsibility for the educational partnership
30            between school and community;
31   
32       (4)  Send a much-needed message to young people that their
33            education is important to everyone;
34   
35       (5)  Foster an attitude of respect for parents, teachers,
36            staff, the school, and learning; now, therefore,

 1       BE IT RESOLVED by the House of Representatives of the
 2   Twentieth Legislature of the State of Hawaii, Regular Session
 3   of 2000, the Senate concurring, that each state legislator is
 4   urged to establish a close and supportive relationship with
 5   schools within their district; and 
 6   
 7       BE IT FURTHER RESOLVED that legislators are urged to foster
 8   a mutually beneficial partnership between schools and
 9   businesses and other stakeholders in the community; and
10   
11       BE IT FURTHER RESOLVED that schools, businesses, and other
12   stakeholders in the community collaborate in defining their
13   respective roles to effectively support the schools; and
14   
15       BE IT FURTHER RESOLVED that legislators utilize their many
16   personal contacts with businesses and other stakeholders within
17   the community to assist in providing schools with their unique
18   material needs such as, but not limited to:
19   
20       (1)  Computers;
21   
22       (2)  Classroom supplies;
23   
24       (3)  Sports equipment; 
25   
26       (4)  Age-appropriate and educational toys;
27   
28       (5)  Art supplies;
29   
30       (6)  Laboratory equipment;
31   
32       (7)  Playground equipment; and
33   
34       (8)  Supplementary curriculum materials;
35   
36   and   
37   
38       BE IT FURTHER RESOLVED that legislators utilize their many
39   personal contacts with businesses and other stakeholders within
40   the community to provide schools with additional human
41   resources such as, but not limited to:
42   
43       (1)  Classroom aides;
44   
45       (2)  Subject matter experts;
46   
47       (3)  Chaperones for special activities;

 1       (4)  Tutors;
 2   
 3       (5)  Mentors;
 4   
 5       (6)  Clerical assistants; and
 6   
 7       (7)  Labor for designated projects; 
 8   
 9   and
10   
11       BE IT FURTHER RESOLVED that certified copies of this
12   Concurrent Resolution be transmitted to the Superintendent of
13   Education, the Chairperson of the Board of Education, and to
14   each state legislator.
