                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION TO FUND INSTRUCTION FOR KAUAI'S PILOT
   CARDIOPULMONARY RESUSCITATION TRAINING PROGRAM.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  In 1997, the legislature requested the
 
 2 department of education, through House Resolution No. 200, to
 
 3 establish a pilot cardiopulmonary resuscitation training program
 
 4 for Kauai's three high schools.  The resolution requested the
 
 5 department of education to coordinate with the Kauai county fire
 
 6 department and the American Heart Association or the American Red
 
 7 Cross to provide certified instructors for the pilot program.
 
 8 Since the program was implemented, the firefighters on Kauai have
 
 9 been volunteering their time to provide the cardiopulmonary
 
10 resuscitation training and certification to Kauai's students.
 
11      The legislature finds that the pilot cardiopulmonary
 
12 resuscitation training program has been successful in teaching
 
13 valuable life-saving techniques.  On the last day of
 
14 cardiopulmonary resuscitation instruction, Kauai fire department
 
15 captain Dave Walker brought in an infant-sized mannequin for
 
16 students to demonstrate their newly acquired skills.  Rachelle
 
17 Alayvilla, a tenth grader at Kauai High School, took this
 
18 opportunity to practice what she learned.  One week later, she
 
19 was given the ultimate test when her infant sibling suffered an

 1 obstructed airway.  Rachelle was grateful for her last day of
 
 2 class when she was able to practice for this crucial moment to
 
 3 save the life of her baby sister.
 
 4      Due to their honorable efforts, the legislature finds that
 
 5 Kauai's firefighters should receive compensation for their time
 
 6 while conducting cardiopulmonary resuscitation training and
 
 7 certification as part of the health curriculum in Kauai's high
 
 8 schools.
 
 9      The purpose of this Act is to appropriate funds to fund the
 
10 fire department of the county of Kauai to continue
 
11 cardiopulmonary resuscitation training and certification in
 
12 Kauai's high schools.
 
13      SECTION 2.  There is appropriated out of the general
 
14 revenues of the State of Hawaii the sum of $1, or so much thereof
 
15 as may be necessary for fiscal year 1999-2000, to compensate the
 
16 fire department of the county of Kauai to continue to provide
 
17 cardiopulmonary resuscitation training and certification for
 
18 Kauai's high schools.
 
19      SECTION 3.  The sum appropriated shall be expended by the
 
20 department of education for the purposes of this Act.
 
21      SECTION 4.  This Act shall take effect on July 1, 1999.
