                   A  BILL  FOR  AN  ACT

RELATING TO PLAYGROUNDS IN SCHOOLS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The director of finance is authorized to issue
 
 2 general obligation bonds in the amount of $8,055,000 or so much
 
 3 thereof as may be necessary and the same sum or so much thereof
 
 4 as may be necessary is appropriated for fiscal year 2000-2001 for
 
 5 the renovation of playgrounds in schools to ensure compliance
 
 6 with the following guidelines:
 
 7      (1)  United States Consumer Product Safety Commission
 
 8           (guidelines for public playgrounds);
 
 9      (2)  American Society for Testing and Materials (bulletin F-
 
10           14 87-99); and
 
11      (3)  Americans with Disabilities Act (accessibility
 
12           guidelines).
 
13      SECTION 2.  The appropriations made for the capital
 
14 improvement project authorized in this Act shall not lapse at the
 
15 end of the fiscal year for which the appropriation is made;
 
16 provided that all appropriations which  are unencumbered as of
 
17 June 30, 2002, shall lapse as of that date.
 
18      The sum appropriated shall be expended by the department of
 
19 accounting and general services for the purposes of this Act.

 1      SECTION 3.  This Act shall take effect on July 1, 2000.
