                   A  BILL  FOR  AN  ACT

RELATING TO THE ELECTIONS APPOINTMENT AND REVIEW PANEL.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Act 141, Session Laws of Hawaii 1999, required
 
 2 the elections appointment and review panel ("panel") to adopt
 
 3 administrative rules to establish performance standards for the
 
 4 operation of elections and the chief election officer, review the
 
 5 operation of elections and the chief election officer's
 
 6 performance, make recommendations to the chief election officer
 
 7 on improving the operation of elections, establish policies for
 
 8 the administration of an elections observer program, conduct
 
 9 biennial performance evaluation of both the operations of
 
10 elections and the chief election officer, and submit findings and
 
11 recommendations from the biennial performance evaluation to the
 
12 legislature.  This Act provides the necessary appropriation to
 
13 enable the panel to perform these duties.
 
14      SECTION 2.  There is appropriated out of the general
 
15 revenues of the State of Hawaii the sum of $        , or so much
 
16 thereof as may be necessary for fiscal year 2000-2001, to carry
 
17 out the purposes of this Act.  The sum appropriated shall be
 
18 expended by the elections appointment and review panel.
