                     A BILL FOR AN ACT

RELATING TO THE LEGISLATURE.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:


 1      SECTION 1.  The purpose of this Act is to preserve and
 
 2 protect the will of the people of Hawaii by prohibiting the
 
 3 legislature from taking any action on any constitutional
 
 4 amendment that has been rejected by the voters in a general or
 
 5 special election.
 
 6      SECTION 2.  The Hawaii Revised Statutes is amended by adding
 
 7 a new section to be appropriately designated and to read as
 
 8 follows:
 
 9      "  -       Legislative action on constitutional amendments
 
10 rejected by the voters prohibited.  Nothwithstanding any other
 
11 law to the contrary, the legislature shall not introduce, pass,
 
12 hear, or act on any constitutional amendment that has been
 
13 rejected by the voters in a general or special election for a
 
14 period of 5 years from the date of rejection."
 
15      SECTION 3.  New statutory material is underscored.
 
16      SECTION 4.  This Act shall take effect upon its approval.
