                   A  BILL  FOR  AN  ACT

MAKING AN APPROPRIATION FOR RESOURCES FOR EARLY ACCESS TO
   LEARNING.


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that support for a child's
 
 2 healthy and educational development is critical when the child is
 
 3 very young.  The best place to start is with the empowerment of
 
 4 parents in their roles of parenting and teaching in the home.
 
 5      The Resources for Early Access to Learning (Families for
 
 6 R.E.A.L.) is a program based on Minnesota's Family Education
 
 7 Model that has proven to positively affect children's
 
 8 achievement.  The emphasis is on empowering parents as their
 
 9 young children's first teachers, rather than relying upon public
 
10 school instruction in the lower grades.  
 
11      Families for R.E.A.L. is open to families from all
 
12 socioeconomic backgrounds.  Parents attend classes with their
 
13 children for nine weeks.  Parents learn and share critical
 
14 parenting and teaching skills, network with one another, learn
 
15 about community resources, and become aware of what makes a child
 
16 succeed.
 
17      Families for R.E.A.L. will be established in each of four
 
18 school district sites.  Each Families for R.E.A.L. site will
 
19 serve 350 to 550 families per year.  School sites have been

 1 chosen, and sites have had numerous inquiries from parents
 
 2 wanting to participate in the program.  There are already waiting
 
 3 lists.
 
 4      The purpose of this Act is to make an appropriation for
 
 5 Families for R.E.A.L.
 
 6      SECTION 2.  There is appropriated out of the general
 
 7 revenues of the State of Hawaii the sum of $362,000, or so much
 
 8 thereof as may be necessary for fiscal year 2000-2001, to the
 
 9 Resources for Early Access to Learning (Families For R.E.A.L.) to
 
10 fund four sites in the following amounts:
 
11           One full-time parent education            $36,000
 
12           One full time early childhood educator     36,000
 
13           One part-time temporary teacher            15,000
 
14           Supplies, equipment, and
 
15           other costs                                 3,500
 
16           Total for each site                       $90,500.
 
17 Each site shall be located on one of the school districts of
 
18 Honolulu, central, Kauai, and Hawaii.
 
19      SECTION 3.  The sum appropriated shall be expended by the
 
20 department of education for the purposes of this Act.
 
21      SECTION 4.  This Act shall take effect on July 1, 2000.
